Özet

Bu çalışmanın gayesi“birlikte yönetimi”temel alan yönetişim kavramı ile Millî Eğitim Bakanlığının stratejik plan ve misyon politikası arasındaki ilişkiyi incelemektir. Bu çalışmanın yöntemi temel nitel araştırma olarak belirlenmiştir. Veri toplama aracı ise doküman analizi şeklindedir. Yönetişim; demokrasiyi, müzakereyi, şeffaflığı, hesap verilebilirliği, etkinliği ve hukukun üstünlüğünü içeren bir kavram olarak tarif edilmektedir. Yöneten ve yönetilen arasındaki ilişkiyi iyileştirmeye çabaladığı için yönetişimin devlet ve kamu kurumlarını olumlu yönde etkilediği alan yazında ekseriyetle belirtilmektedir. Bu bağlamda siyaset yapıcıları ve kamu siyasetini belirleyenler tarafından meydana getirilen eğitim politikasında yönetişim unsurlarına yer verilmesi ve bu politikaya yönetişim unsurlarına göre biçim verilmesi, devlet ve toplum ilişkilerinin olumlu yönde seyretmesi bakımından önem arz etmektedir. Çünkü eğitim politikasının toplumun niteliğini doğrudan etkileyecek kuvvetli bir potansiyeli mevcuttur. Bu çalışmada ilk olarak alan yazın taraması yapılarak yönetişim kavramının içeriği tanımlanmıştır. Çalışmada eğitim politikası oluşturmada yol haritası vasfına sahip birtakım belgelerin tarihi arka planı ve amacı açıklanarak bu belgelerin yönetişim bağlantısı incelenmiştir. Belgelerin belirlenmesinde yönetişim kavramının Türkçe literatürde ilk defa kullanıldığı 1996 senesi ölçüt alınmaktadır. Bu belgeler Millî Eğitim Bakanlığının hazırladığı tüm stratejik planlar (2010-2014, 2015-2019, 2019-2023), eğitim araştırma geliştirme raporlarından olan Millî Eğitim Bakanlığı 21.Yüzyıl Öğrenci Profili raporu, 21. Yüzyıla Girerken Türk Eğitim Sisteminin İhtiyaç Duyduğu Çağdaş Öğretmen Profili raporu ve 1996 sonrası yayımlanan kalkınma planlarının eğitim kısımları ile 1996 sonrası Milli Eğitim Şura kararları şeklindedir. Ayrıca Millî Eğitim Bakanlığının son stratejik planının hazırlanmasında dayanak noktası teşkil eden 2023 Eğitim Vizyonu belgesi de çalışmaya dâhil edilmiştir. Sonuç olarak yönetişim kavramının kısmi olarak ve bazı açılardan eğitim politikaları ile örtüştüğü ve bunun yanında yönetişim düşüncesinin eğitim politikası ve vizyonunda olmayan birtakım yenilikler de sunduğu tespit edilmiştir. Eğitim politikaları, eğitim-öğretim sürecinde beceri kazandırmada, bir insan tipi yaratmada bir pusuladır. Etkin ve verimli bir eğitim politikası adına yönetişim düşüncesinin Millî Eğitim Bakanlığı plan ve politikasına dahil edilip desteklenmesi çalışmada önerilmektedir.

The aim of this study is to examine the relationship between the concept of governance based on“co-management”and the strategic plan and mission policy of the Ministry of Education. The method of this study was determined as basic qualitative research. The data collection tool is document analysis. Governance is described as a concept that includes democracy, negotiation, transparency, accountability, effectiveness and the rule of law. It is often presented in the governance literature that governance positively affects state and public institutions, as it strives to improve the relationship between the ruler and the ruled. As a result, it is important to include the elements of governance in education policy which is created by policy makers and those who determine public policy, and to give this educational policy its form according to the elements of governance, in terms of the positive direction of state and society relations. Education policy has a strong potential to directly affect the quality of society. In this study, the content of the concept of governance was defined by scanning through the literature. In the study, the historical background and purpose of some of the documents that acted as roadmap in the formation of education policy were explained and the relevance of governance to these documents were examined. The criteria in terms of determining the documents for the study are created by studying those in 1996 when the concept of governance was first used in Turkish literature These documents are selected from whole body of strategic plans prepared by the Ministry of Education (2010-2014, 2015-2019, 2019-2023), education research and development reports of the Ministry of Education student profile report of the 21. century, as we enter the 21st century, the contemporary teacher profile report needed by the Turkish Education System and the education sections of the development plans published after 1996 and the decisions of the national education survey after 1996. In addition, the 2023 Education Vision document, which is the foundational basis in terms of the preparation of the latest strategic plan of the Ministry of Education was included in the study. As a result, it has been found that the concept of governance partially and in some ways coincides with education policies, and that governance thinking also presents a number of innovations that are not in education policy and vision. Education policies act like a compass in building learning skills and creating a human type in the educational process. It is suggested in the study that the idea of governance in the name of an effective and efficient education policy is included and supported in the plan and policy of the Ministry of National Education.
