Özet
Bir ülkenin makroekonomik dengesinin sağlanmasında bütçe açığı ve cari açık sorunlarının çözülmesi büyük önem taşımaktadır. Bütçe açığı iç dengeyi, cari açık ise dış dengeyi temsil eder. Türkiye'nin 1980 yılında aldığı ekonomik kararlar ekonomi tarihinde bir dönüm noktası olmuştur. Bu tarihlerden itibaren bütçe açığı ve dış ticaret açığı artış göstermiştir. Bütçe açığı ve cari açığın eş zamanlı ortaya çıkışı ve bütçe açığından cari işlemler açığına doğru bir nedenselliğin oluşu ikiz açık hipotezini ortaya çıkarmıştır. İkiz açık hipotezini açıklayan iki farklı temel görüş vardır. Geleneksel Keynesyen Yaklaşım ve Ricardocu Denklik Teorisidir.Geleneksel Keynesyen Yaklaşım bütçe açığı ile cari açık arasında güçlü bir korelasyon olduğunu savunurken, Ricardocu Yaklaşım bu iki açık arasındaki ilişkinin varlığını reddeder. Bu çalışmanın amacı 2006-2019 yılları arasında Türkiye ekonomisinde ikiz açık hipotezinin geçerliliğini test etmek ve sonuç doğrultusunda ekonomi politikaları geliştirmektir. Çalışmamda yer alan ampirik analiz sonucunda, hem Granger nedensellik hem de Toda-Yamamoto nedensellik testine göre, bütçe açığının kısa dönemde cari açığın nedeni olduğu teyit edilmiştir. Dolayısıyla bu sonuç Keynesyen anlayışı desteklemektedir. Bütçe açıkları cari açıkları tek yönlü olarak etkilemektedir.

Resolving the budget deficit and current account deficit problems is of great importance in ensuring the macroeconomic balance of a country. The budget deficit represents the internal balance and the current account deficit represents the external balance. Turkey's Mediterranian starting from a landmark date in the history of economics and economic decisions taken in the 1980 budget deficit and foreign trade deficit has increased. The simultaneous emergence of the budget deficit and the current deficit and a causality from the budget deficit to the current account deficit revealed the twin deficit hypothesis. There are two different basic views that explain the twin open hypothesis. The Traditional Keynesian Approach and Ricardian Equivalence Theory. The Traditional Keynesian Approach advocates a strong correlation between the budget deficit and the current deficit, while the Ricardian Approach rejects the existence of the relationship between these two deficits. The aim of this work in the years 2006-2019 to test the validity of the twin deficit hypothesis in Turkey's economy and develop economic policies in line with the results. As a result of the empirical analysis in my study, according to both Granger causality and Toda-Yamamoto causality test, it was confirmed that the budget deficit was the cause of the current account deficit in the short term. There fore, this result supports the Keynesian understanding. Budget deficits affect the current deficits one way.
