Özet
EBYS kurumlara, iş yükünün azaltılmasında, emek, zaman ve maliyette önemli tasarruf sağlamaktadır. Kurumlar, EBYS'ye geçiş yapmış olsalar da, eski geleneksel dosyalama işlemlerine hala devam etmektedir. Bu durum, hem kurumsal maliyeti arttırmakta hem de çalışana fazladan iş yüküne neden olmaktadır. Bu çalışmada konu olarak EBYS'de dosyalama ve arşivleme sistemleri incelenmeye çalışılmıştır. Arşivleme ve dosyalamanın niçin, hangi konularda değerli olduğu ve bu konularda nelerin yapılması gerektiği anlatılmıştır. Çalışmada Genç İlçe Kaymakamlığı Yazı İşleri Müdürlüğü, Genç İlçe Mal Müdürlüğü ve Genç İlçe Nüfus Müdürlüğü personelinin EBYS'ye geçiş sürecinden sonra elektronik ortamda dosyalama ve arşivleme sistemlerine ne kadar hâkim oldukları, personelin bu konudaki bilgisi, konu hakkında aldıkları eğitimin yeterliliği, geleneksel arşiv ve dosyalama yöntemini kullanıp kullanmadıkları araştırılmıştır. Çalışmada nitel araştırma yöntemi ve veri toplama tekniklerinden olan görüşme tekniğinin bir alt türü olan yarı yapılandırılmış görüşme tekniği kullanılmıştır. Yapılan çalışma doğrultusunda“Elektronik belge yönetim sistemlerinin bir alt uygulaması olan dosyalama ve arşivleme sistemleri kurum personeli tarafından etkin olarak yürütülmemektedir”şeklinde belirlenmiş olan hipotez doğrulanmıştır. Araştırmanın sonucuna göre kurum personeline EBYS'de arşivleme ve dosyalama konularını etkin olarak yürütülebilmeleri için kurumlar hizmet içi eğitimlere öncelik vermeli ve bu konu hakkında personele farkındalık sağlanmalıdır.

“EDMS (Electronik Document Management System) provides organizations with significant savings in reducing workload, labor, time and cost. Even though institutions have made the transition to EDMS, they still continue their old traditional filing processes. This situation both increases the institutional cost and causes an extra workload for the employee. In this study, filing and archiving systems are studied in the EDMS. It is explained why archiving and filing are valuable, in what issues they are valuable and what should be done in these issues. This study investigated how much the staff studying in the District Governorate Registrar's Office, the Property Directorate and the Population Directorate of Genç District of Bingöl province have mastered the filing and archiving systems in the electronic environment, the knowledge of the staff on this issue, the adequacy of the training they received, and whether they use the traditional archive and filing method after the transition to EDMS. In the study, semi-structured interview technique, a sub-type of interview technique, which is one of the qualitative research method and data collection techniques, was used. In line with the study carried out, the hypothesis determined as ”Filing and archiving systems, which are a sub-application of electronic document management systems, are not carried out effectively by the personnel of the institution" has been confirmed. According to the results of the research, institutions should prioritize in-service training and awareness should be given to the staff of the institution in order to be able to carry out archiving and filing issues effectively.
