ABSTRACT This thesis is“Planning, Participation and Politics in lake case of Torbalı”. It is intended that this thesis will try to show the, interconceptual relation of these three concepts and define the decision environment in which planning is applied. Therefore, data containing the decisions made by the Torbalı Municipality commission and committee between 1990 and 1995 have been obtained and evaluated in the computer using Paradox, Access, Excel and Word programs. Relation between two plan decisions made and the legal frame has been formed and evaluated comparing them. Result of the evaluations: i. Most of the works of Municipality Commission are the decisions about planning. ii. Number of offers for Plan changes is 435 and number of plan changes discussed by the municipality commission is 452 in the content of the items about planning. (Because of this differences is some demand about plan changes from municipality.) iii. These plan changes discussed by the Municipality Commission contain plan changes of 131 confirmed, 222 accepted, 52 refused and 47 send to the commission. iv. All these items discussed contain flat increase, decisions cancel of green area, narrowing the road, cancel about other land use decision, wishes for the applications of place plans (as housing or industrial estates in the farming fields).In the evaluation of the decisions made by the municipality committee, it is found that the decisions which are about works of technical substructure from the 28 percent of all decisions between 1990 and 1995. It is seen that participants to the plan formation process are limited with owners of offers for plan changes, members of the municipality commission and technical staff. The result of works shows that Participation and Policy mechanism point out the planning practice process criteria. Today's planning practice process effects this mechanism.
