ABSTRACT The incidents experienced in coast towns lead to an unplanned and uncontrollable growth that increases day by day. To try finding short-term solutions as a result of the populist policies makes this situation more complicated and more complex. The fact that tourism income has a significant portion within Turkish economy has forced this consequence that the coastal cities and towns grow in such a manner. The actual problem is the fact that the town's structure has been neglected, however, the solution simply lies here. Every work to be carried out for the town and citizens living in such town will be a service for the development of tourism sector because what is important and basic here is to protect the essence. Cheating or deceiving will lose its validity after a while due to the lack of character and identity. The facts that Kuşadası is very close to two large urban centers, such as İzmir and Aydın; it is a tourism center having an increasing and huge popularity within the last years; it has many historical values within its close surrounding and such historical values have a significant role on tourism sector and Kuşadası is facing with many problems at the moment are the reasons why this town has been opted for studying on it. The second stage here is identifying a location in town. Here the municipality's request is regarded as top-prior consideration point. When the location which was previously included in the planing scope is examined it is obvious that this area is a very difficult one. The working area is a slope and surrounded with rocks throughout the substratum along the north-east part and it is firm ground. In the upper layers excavation can be carried out in the ground. The land covers a surface area of approximately 60.000 m2. Besides that location is observed to be important for silhouette. It can easily be noticed and perceived from various directions. What is more this location tends to unite with two important residential areas, namely, Güvercin Island and Kervansaray. It carries the character of being landmark.VI What is considered and demanded to be constructed ion the project area is a cultural and attraction center. As a result of the study carried out regarding this point it is considered to construct a cultural complex for 1200 people together with exhibition areas, open performance areas and an amphitheater for 700 people. Furthermore some supporting constructions will be built in order to secure that the complex will continue to give service continuously. The aim here is not to produce short-term and prompt solutions but to remove the deficiencies step by step after identifying them one by one and to contribute much to the town rather than contributing to tourism sector, thanks to the income obtained from the said sector.
