Özet
19. Yüzyıl Batı dünyasında yaşanan gelişmeler çeşitli boyutlarıyla Osmanlı Devletini de etkilemiştir. Bu etkilenme sonucunda Osmanlı Devletinde farklı batılılaşma hareketlerinin ortaya çıktığını söylemek mümkündür. Osmanlı devletinde ilk batılılaşma hareketi olarak görülen Yeni Osmanlılar Cemiyeti ve onun düşünsel taşıyıcısı niteliğine sahip bir teorisyen olan Namık Kemal, modernleşme konusunda önemli fikri önerilere sahiptir. Batılı iki farklı geleneği temsil eden Anglosakson ve Kıta Avrupa'sı düşünce yapıları, İngiliz siyasi modeli ve Fransız siyasi modeli olmak üzere iki farklı modernleşme modelini ortaya koymuştur. İngiliz örneği, bireyci, geleneği koruyan ve tecridi değişim gibi özelliklere sahip bir modernleşme modeliyle tebarüz etmekte; Fransız modeli ise devrimci, jakoben ve geçmişi ret üzerine kurulu bir modernleşme örneğini temsil etmektedir.“Son Dönem Osmanlı Islahat ve Reform Tartışmaları: Namık Kemal'in Fikirleri Çerçevesinde Bir Modernleşme Önerisi”isimli çalışmamızda Namık Kemal'in modernleşme ile ilgili düşünceleri sözünü ettiğimiz modeller çerçevesinde ele alınmış ve kritik edilmiştir. Namık Kemal, modernleşme konusunda, batının gelişmişlik seviyesini önemsemekte, ilerlemeyi sağlayan ilkelerin evrensel olduğunu, bu hakikatlerden yararlanılması gerektiğini ifade etmektedir. Bununla beraber, Osmanlı'nın kadim değerleri ve İslami ilkelerinin de korunması taraftarıdır. Gelenek üzerine kurulan bir modernleşme önerisinde bulunmaktadır. Batılı siyasi kavram ve ilkelere İslam siyaset düşüncesinde yer açmakta, Batı tarzı liberal demokrasinin İslam siyaset ilkeleri ile uyumlu olduğunu savunmaktadır. Halkın yaptığı anayasanın hakim olduğu ve halkın seçim yoluyla temsil edildiği bir siyasal sistem olarak Usul-ü Meşvereti önermektedir. Söz konusu siyasal sistemin felsefi temellerini ise İslam olarak belirlemekte ve onun üzerine inşa etmektedir. Bu anlamda, modern olanı geçmişi koruyarak kucaklaması, modern siyasetin nüvelerini İslami gelenekte bulması, dün ile bugün arasında kopmaz bir bağın varlığına işareti, onu düşünce ve modernleşme modeli bakımında Anglosakson düşüncesi ve İngiliz modernleşme tarzı ile uyumlu kılmaktadır.

19th Century developments in the Western world have also affected various aspects of the Ottoman Empire. It is possible to indicate that different westernization movements emerged in the Ottoman Empire as a result of this influence. The New Ottomans Society (Yeni Osmanlılar Cemiyeti), which is considered as the first westernization movement in the Ottoman state, and Namık Kemal, a theorist who is qualified as an intellectual carrier of this movement, have significant ideological suggestions about modernization. As of representing two different Western traditions, Anglo-Saxon and Continental European thinking structures have revealed two different modernization models; the British model and the French model. The British example appears to be a model of modernization that has characteristics such as individualism, preserving tradition, and gradual change, while the French model represents an example of modernization with revolutionary, imposing and past-rejecting features. In our work“The Late Ottoman Amendment and Reform Debates: A Modernization Proposal Within the Framework of Namık Kemal's Ideas”Namık Kemal's thoughts on modernization were discussed and criticized iwithin these models' framework. Namık Kemal attaches importance to the level of development of the west in modernization, he states that the principles that ensure progress are universal and these facts should be benefited. However, he supports the protection of the ancient values of the Ottoman Empire and Islamic principles. He proposes a modernization based on tradition. He makes room for western political concepts and principles in Islamic political thought and argues that Western-style Liberal Democracy is in line with Islamic political principles. He proposes a political system, which he considers as the '' Usul-ü Meşveret (Tradition of Consultation)'' where the people are represented on a constitutional basis through election and the separation of powers prevails. He determines the philosophical foundations of the political system as Islam and builds on it. In this sense, his approach which embracing the modern while preserving the past, finding the core of modern politics in the Islamic tradition, indicating the existence of an inseparable bond between yesterday and today makes it more compatible with the Anglo-Saxon thought and British modernization style in terms of modernization model.
