Özet
ÖZET Tarihi yapı ve mekanların çevresi ile birlikte koruması ve değerlendirilmesi sosyal, kültürel ve ekonomik boyutlarda fayda sağlayacak yaklaşımlardır. Bu çalışmada Edirne Sarayı'nın restorasyonu ve çevresi ile birlikte işlevlendirilmesi olgusu“proje planlama”kavramı kapsamında tanımlanmıştır. Amaç restorasyon ve işlevlendirme çalışmalarının bir proje adı altında tanımlanması ve proje planlama yöntemlerinin bu proje üzerinde uygulanmasıdır. Süre, yer, kapasite ve maliyet açısından iç ve dış kısıtlılık koşullan gözönüne alınarak proje yönetimi yöntemleri uygulanması düşünülmüştür. Proje amaçlan tarihi, sosyal, kültürel ve ekonomik değerler biçiminde saptanmıştır. Proje konusu olan Edirne Sarayı, yalan çevresi ve şehir dokusu ana başlıkları için; tespit çalışmaları, kazı çalışmalan, rölöve, restorasyon ve restitüsyon projeleri hazırlanması, restorasyon ve anastiloz çalışmaları, peyzaj, ulaşım ağı planlanması, uygulanması, yeni bir vaziyet planı, işletmenin kurulması aşamaları proje planlanması kavramı ile ele alınmış ve öncülük serimi hazırlanmış. Ancak, tüm bu proje tasarım, uygulama ve işletme faktörlerini gerçekleştirebilmek için bir PPKS (Proje Planlama Kontrol Sistemi) oluşturulması ön koşul olarak düşünülmüştür. xıı

SUMMARY Assesment and preservation of historical structures with their environments would be helpful from the social and economical point of view. Through out this study, restoration and environmental organization of Edirne Palace are defined within the concept of“project planning”with the aim being the definition of restoration and functions under the contexct of a project and application of project planning methods via such project. Internal and external restrictions with regard to time, location, capacity and cost have been considered in application of project management methods. The primary considerations of the project have been determined as historical, social, cultural and economic values. The Edirne Palace which is the subject of the project is assesed under the principal headings of its close environment and urban structure which are further evaluated under the subheadings of evaluation studies, excavation studies, measural preservation, preparation of restoration and restitution projects, restoration and anastylosis, landscaping, design and application of transportation network, new general layout plan, and establishment of structure within the project wherupon a final assessment design has been created. In addition to the foregoing, the establishment of Project Planning Control System (PPCS) is considered as a fundamion in order to realize these design applicatiental conditon and management studies. xni
