Özet
Kalkınmanın en önemli ana itici gücü sanayidir. Dünyada gelişmiş ve güçlü ekonomilere sahip ülkelerin tamamı güçlü bir sanayi üretim yapısına sahiptir. Güçlü sanayi yapıları konusu ele alındığında karşımıza genel ölçekte Ekonomi Bölgeleri kavramı çıkmaktadır. Ülkemizde birçok farklı formda ekonomi bölgeleri mevcuttur. Araştırmanın konusu olan Özel Endüstri Bölgeleri ise diğer ekonomi bölgelerine nazaran çok daha yeni ve geliştirilmeye açık bir yapılanmadır. Bu araştırmada, ülkemizde rüştünü ispatlamış ve uzun yıllar ülke ekonomisine hizmet etmiş Organize Sanayi Bölgelerinin yerini alabilecek yeni ve yenilikçi bir sanayi yapılanmasının üzerinde çalışılmıştır. Ülkemizde en yaygın şekilde kullanılan Organize Sanayi Bölgeleri ve yeni yapılanma olan Özel Endüstri Bölgeleri benzerlikleri ve farkları araştırılmıştır. Çalışma kapsamında çok parselli Özel Endüstri Bölgelerindeki imar sorunlarına ve çözümlerine odaklanılmıştır. Çalışmanın yönteminde vaka analizi olarak, içerisinde hem Özel Endüstri Bölgesi yapılanmasın hem de sanayi bölgesini ve kooperatif yönetimini barındıran Deliklikaya Sanayi Bölgesi projesi seçilmiştir. Deliklikaya Sanayi Bölgesinde ilan edilen Özel Endüstri Bölgelerinin diğer Endüstri Bölgelerinden farkı çok parselli yapılanmaya sahip olmasıdır. Bu çok parselli yapının ne gibi sorunlar oluşturduğu yahut avantajlarının neler olduğu konularına yanıt aranmıştır. Ayrıca Deliklikaya Sanayi Bölgesinin çevresindeki sanayi bölgeleriyle oluşturacağı sinerji inşaat sektörü için önemlidir. Bu bağlamda Deliklikaya Sanayi Bölgesi hakkında detaylı bir araştırma sunulmuş ve bu veriler sonucunda bölgenin SWOT analizi yapılmıştır. Daha sonra SWOT maddeleri Likert tipi ankete çevrilerek bölgede faaliyet gösteren katılımcılara uygulanmıştır. Seçilen vaka ve anket sonuçlarının Özel Endüstri Bölgelerinin Türkiye'deki yapılanması hakkında bir araştırma hazırlanmış ve sonuç olarak, güçlenmesi gereken özellikleri olsa da Özel Endüstri Bölgesi yapılanmasının, ülke ekonomisine kısa vadede katkı sağlayacağı sonucuna ulaşılmıştır.

The most important main driving force of development is industry. All of the countries with developed and strong economies in the world have a strong industrial production structure. When the issue of strong industrial structures is taken into consideration, the concept of Economic Zones emerges on a general scale. There are many different economic zones in our country. Special Industrial Zones, which are the subject of the research, are much newer and open to development compared to other economic zones. In this research, a new and innovative industrial structure that can replace the Organized Industrial Zones that has come of age in our country and has served the country's economy for many years has been studied. The similarities and differences between Organized Industrial Zones, which are the most widely used in our country, and Special Industrial Zones, which are the new structuring, have been investigated. Within the scope of the study, the zoning problems and solutions in the multi-parcel Special Industrial Zones are focused. As a case study in the method of the study, the Deliklikaya Industrial Zone Project (which includes Private Industrial Zone structuring, the industrial zone and the cooperative management) was chosen. The difference of the Special Industrial Zones announced in the Deliklikaya Industrial Zone from the other Industrial Zones is that they have a multi-parcel structure. It has been sought to answer the questions of what kind of problems this multi-parcel structure creates or what its advantages are. In addition, the synergy that Deliklikaya Industrial Zone will create with the surrounding industrial zones is important for the construction sector. In this context, a detailed research on the Deliklikaya Industrial Zone was presented and a SWOT analysis of the region was made as a result of these data. Then, the SWOT items were converted into a Likert type questionnaire and applied to the participants operating in the region. A study has been prepared on the structuring of the Special Industrial Zones in Turkey with the selected case and survey results, and as a result, it has been concluded that the structuring of the Special Industrial Zone will contribute to the country's economy in the short term, even though it has features that need to be strengthened.
