Özet
Küresel iklim değişikliği önemi giderek artan ve dolayısıyla ülkelerin politika gündemine giren bir sorun haline gelmiştir. Küresel iklim değişikliğinin gözle görülür ve hissedilir olumsuz etkileri her geçen gün şiddetlenmektedir. Özellikle sanayi devriminden bugüne giderek daha fazla tüketilmekte olan fosil enerji kaynaklarının neden olduğu sera gazlarının atmosferdeki bileşiminin artması ile doğal kaynakların tahribatı sonucu yerküredeki karbon yutaklarının azalması, iklim değişikliğinin temel sebepleri olarak gösterilmektedir. Küresel iklim değişikliğiyle mücadele için öncelikli olarak üretim ve tüketim davranışlarında ivedi bir değişime ihtiyaç duyulduğu açıktır. Daha temiz ve çevre dostu olan yenilenebilir enerji kaynaklarının enerji arz ve talebindeki oranının artırılması öncelikli politikalardan biri olarak öne çıkmaktadır. Devletlerin, bireylerin ve firmaların tercihlerini arzu edilen şekilde etkilemek adına başvurduğu destekler olan sübvansiyonların fosil yakıtlara sağlanmayıp iklim değişikliğiyle mücadelede etkinlik için yenilenebilir enerji kaynaklarına sağlanması gerekmektedir. Bu tezin amacı küresel iklim değişikliğiyle mücadele sürecinde enerji sektörü özelinde sübvansiyon politikalarını ele almak ve bu alanda gelecekteki olası değişimlere ışık tutmaktır. Üç bölümden oluşan çalışmanın birinci bölümünde iklim değişikliğinin nedenleri ve iklim değişikliğiyle mücadeleye giden süreç hakkında bilgi verilmektedir. İkinci bölümde ise küresel iklim değişikliğiyle mücadelede sübvansiyon politikalarına yer verilirken üçüncü bölümde Almanya, Endonezya, Nijerya ve Türkiye'deki sübvansiyonların enerji sektörü özelinde değişimi incelenmiştir. Türkiye enerji sektörü üzerine yarı yapılandırılmış mülakat yöntemiyle bir alan araştırması gerçekleştirilmiş olup enerji alanında çalışmakta olan akademisyen ve uzmanlardan oluşan 28 kişilik bir gruptan iklim değişikliğiyle mücadele ve enerji sübvansiyonları konusunda görüş alınmıştır. İçerik analizi yöntemiyle elde edilen temel bulgulara yer verilmiştir. Nihayetinde araştırma sonuç ve öneriler kısmıyla sonlanmaktadır.

Global climate change has become a problem has increasingly importance and therefore entering the policy agenda of countries. The visible and tangible negative effects of global climate change are intensifying day by day. The increase in the composition of greenhouse gases in the atmosphere caused by fossil energy sources, which have been consumed more and more since the industrial revolution, and the decrease in carbon sinks in the world as a result of the destruction of natural resources are shown as the main causes of climate change. It is clear that there is an urgent need for change in production and consumption behaviors in order to combat global climate change. Increasing the ratio of cleaner and environmentally friendly renewable energy sources in energy supply and demand stands out as one of the priority policies. Subsidies, which are the supports applied by states to influence the preferences of individuals and companies in the desired way, should not be provided to fossil fuels, but to renewable energy sources for effectiveness in combating climate change. The aim of this thesis is to deal with the subsidy policies in the energy sector in the process of combating global climate change and to shed light on possible future changes in this field. In the first part of our study, which consists of three parts, information is given about the causes of climate change and the process leading to the fight against climate change. In the second part, subsidy policies in the fight against global climate change are included, while in the third part, the changes in subsidies in Germany, Indonesia, Nigeria and Turkey in the scope of energy sector are revealed. A field study was conducted on the Turkish energy sector by semi-structured interview method. Opinions on combating climate change and energy subsidies in Turkey were received from a group of 28 academicians and experts working in the field of energy. The main findings obtained by the content analysis method are included. Finally, this research ends with the conclusion and recommendations part.
