Özet
Fay hatlarının sıkça yer aldığı ülkemizde, en fazla meydana gelen doğal afet çeşidi depremlerdir. Depremlerin verdiği hasarları telafi etmek için Zorunlu Deprem Sigortası (ZDS) uygulaması yürürlüğe konmuştur. Fakat daha sigorta kavramının hak ettiği önemi görmekte zorlandığı ülkemizde, bu poliçe türünün üretiminin olması gereken seviyeye gelmediği görülmektedir. Bu çalışmada ZDS'nin ülkemizdeki uygulanma şekli, dünyadaki uygulamalarla karşılaştırıldıktan sonra 21 soruluk bir anket ile İstanbul şehrinde ZDS üzerine toplumdaki algı incelenmeye çalışılmıştır. Bu anket sonuçlarına göre toplumun poliçeleri okumadığı, poliçesinin neyi kapsadığını kısmen bilmediği, deprem konusunda endişe duyduğu için poliçesini yaptırdığı fakat primi yüksek bulduğu, ZDS poliçesinde teminat altına alınan bina bedelini yeterli görmediği ve çoğu kişinin konut paket sigortası ile bu bedeli yükseltmeye çalıştığı görülmüştür. Söz konusu eksiklikleri telafi etmek için çözüm fikirleri beyan edilmiştir.

In our country where fault lines are frequently located, the most common type of natural disaster is earthquakes. Compulsory Earthquake Insurance (ZDS) has been put into effect to compensate the damages caused by earthquakes. However, in our country where the concept of insurance has difficulty in seeing the importance it deserves, it is seen that the production of this policy type has not reached the level it should be. In this study, after comparing the application of ZDS in our country with the applications in the world, it was tried to examine the perception of the society on ZDS in the city of Istanbul with a survey of 21 questions. According to the results of this survey, it was seen that the society doesn't read the policies, partially doesn't know what the policy covers, makes the policy because of worrying about the earthquake but also thinks that the prices are high. People don't think that the building values covered by the ZDS policy is enough, and most people tried to increase this values with housing package insurance. Solution ideas have been declared to compensate these shortcomings.
