Özet
“Yenileme veya Yeniden Yerleştirme”başlığı altında bu çalışmanın amacı, sonuçları sürdürülebilir kentsel gelişme ile yorumlamak için bağlamları eleştirel bir şekilde analiz etmektir. İlk araştırma sorusu, dönüşümdeki bir mega şehir için yenilikçi ve ilerici bir analizin ne olabileceğini analiz etmek ve bu yenilenmenin neden ve kimin için gerçekleştiğini sorgulamaktır. Araştırmanın metodolojisi, yeniden yerleşim ve yerinden edilme için alternatifler ararken, bu doğrultuda sosyal olarak sürdürülebilir şehirlerle ilişkili bir biçimde 'gecekondu iyileştirme ve kentsel yenileme' ile ilgili toplum öncülüğündeki kentsel dönüşüm projelerinin yararlı sonuçlarını araştırmaktır. Ayrıca, bu araştırma esas olarak İstanbul'daki kentsel dönüşüm stratejilerinin tartışılmasına ve bir vaka çalışması olarak 'Sulukule Kentsel Dönüşüm Projesi' ve bu projenin sosyal boyuttaki etkilerine odaklanmıştır. İstanbul, çeşitli mimari miras, sosyal bağlar, tarihi sınırlar, etnik kökenler ve kültürel etkileşimden oluşan bir kentsel mozaiktir. Son zamanlarda İstanbul Büyükşehir Belediyesi'nin yürüttüğü pek çok kentsel dönüşüm projeleri mevcuttur. Girişimler kentsel doku ve İstanbul'un eşsiz mozaiği üzerinde güçlü etkiler yaratmakta, ve akademik çalışmalar ile yetkililer ve uzmanlar, bu gibi projeleri maliyet ve faydalar açısından eleştirmektedir. Kentsel dönüşüm, etkilenen topluma uyumlu ve saygılı olmalı ve onlara kapasite, refah ve kalkınma hizmet etmelidir. Sürdürülebilir bir kentsel gelişim elde etmek için yenileme projelerinin çevre, kentsel doku, kültür, mevcut yaşam ve çağdaş ihtiyaçlar, bağlam ve mevcut sosyal bağlarla ilgili ihtiyaç ve gerekliliklere saygı duyması ve kendi toplumuna hizmet etmesi gerekmektedir.

Under the brief title of“Regeneration or Relocation”the aim of this study is to critically analyze the contexts, in order to interpret the results with sustainable urban development. The initial research question is to analyze what can be an innovative and progressive analysis for a mega city in transformation; and questioning why and for who is this regeneration happening. The methodology of the research is looking for alternatives of re-settlement and displacement, and searching about beneficial results of community led upgrading projects regarding slum upgrading and urban renewal in relation with socially sustainable cities. Moreover, this research will be mainly focused on the discussion of urban regeneration strategies in Istanbul, and as a case study, 'Sulukule Urban Regeneration Project and its' impacts on the social dimension. Istanbul is an urban mosaic, which consists of various architectural heritage, social ties, historical bound, ethnic roots and cultural engagement. Recently, there is an urban development process that has been running by the Istanbul Metropolitan Municipality. The attempts have been strong impacts on the urban fabric and the unique mosaic of Istanbul, and the academic works and authorities have criticized these projects regarding the cost and benefits. Urban regeneration has to be harmonious and respectful to the effected community and has to serve them capacity, wellbeing and development. In order to achieve a sustainable urban development, the renewal projects must be respectful and serving to its own community, regarding the needs and necessities with respect to environment, urban fabric, culture, current life and its' contemporary needs, context and existing social ties.
