Turkey and the EU have declared their intention to modernize the Customs Union on 12 May 2015. Therefore, the main aim of this thesis is to explain from the viewpoint of rational choice institutionalism why the EU and Turkey have chosen recently to increase trade integration instead of directly completing the accession process, and the implications thereof. I chose this subject, because the modernization of the Customs Union is a theoretically interesting case given the fact that Turkey is simultaneously negotiating accession. In this respect, I argue that I) Turkey and the EU seek modernization of the Customs Union because of a) the quest of the EU for increased bilateral trade integration after the failure to conclude the Doha Development Round -which pushed for further liberalization in new sectors like agriculture, services and public procurement, and for regulating bilateral trade through WTO-plus rules, b) the flawed implementation of institutional provisions of the 1963 Ankara Agreement and c) the stalemate in the accession negotiations; II) they will modernize the Customs Union through a) liberalizing agriculture, services and public procurement and b) improving the implementation of the 1963 Ankara Agreement and III) the modernized Customs Union will most probably be the institutional basis for EU-Turkey relations in the near future. However, in a better future conjuncture of relations it may serve as a further step for Turkey's accession to the EU. In the thesis, firstly, the dominance of cost-benefit calculations in Turkey-EU relations is explained with reference to the rational-choice institutionalism. I conclude that not the logic of appropriateness but the logic of consequences dominates Turkey-EU relations. Secondly, economic, institutional and political reasons of the modernization of the Customs Union are discussed. I conclude that the reasons of the modernization are more economic and institutional than political. Then, institutional and substantial aspects of the modernization are evaluated. Probable institutional and substantial changes are summarized. I conclude that institutional and substantial aspects are equally important, because properly functioning institutional provisions are crucial for guaranteeing a better redistribution of economic benefits from the modernization. Lastly, the likely implications of the modernization for the accession negotiations are elaborated. The question is whether the modernization is a permanent alternative for or a further step towards accession. Overall, I conclude that the modernized Customs Union will most probably be the institutional basis for EU-Turkey relations in the near future. Yet, in a better future conjuncture of relations it may serve as a further step for Turkey's accession to the EU because of increased socialization and harmonization of laws.
