The concern of Turkish people in learning Arabic language has recently increased after it was limited to a number of Sharia (Islamic Law) students. We find out that many institutions and universities realize the necessity of developing methods of teaching Arabic language to keep pace with the increasing demand of learning it in various fields. This advancement requires the necessity of development curricula and advanced study plan according to international standards for teaching Foreign Languages. While the four language skills are considered the basic component of learning a language, the speaking skill is one of the most important language skills due to its contribution to achieving the main goal of language in the communicative process. This study aims to reveal the importance of speaking skill; present the components of this skill as well as identify the interaction of these components with each other. The study has presented a precise description of the levels of speaking skill from beginner, intermediate, advanced, distinguished and excellent levels in terms of accuracy, fluency and performance, in accordance with international standards from the Common European Framework and the American Council ACTEL. The study has also presented a model of the Arabic curriculum in teaching Arabic to non-native speakers (Basic Book). This includes presentation, analysis and criticism the building process of the speaking skill. The study then proceeded to present another model of Turkish curricula in teaching Arabic language to non-Arabic speakers; namely, the series of“Arabic for Universities”; this series is considered one of the most distinctive Turkish curricula that are widely adopted and approved in official Turkish institutions and universities. 99 Therefore, this series was the approved material in the analysis of building the speaking skill in the Turkish curriculum according to the American Council ACTFEL standard. In conclusion, the most prominent linguistic problems that Turkish students face during studying Arabic were presented, and the extent to which the series of“Arabic for Universities”contributes to facing these problems and finding solutions through the method of building lessons and book exercises. In addition to that, we present the best strategies followed in teaching speaking skill, which achieves the desired benefit in enabling the student to master that skill.
