Özet

Bu çalışma, Avrupa Birliği Ortak Dış ve Güvenlik Politikasını üç ana evreyle değerlendirilmektedir. İlk evrede, ODGP'nin dönüşümü bir sürekliliği ifade ettiği için analizi kolaylaştırmak amacıyla İnşacı ve Hükümetlerarasıcı bakış açılarından yararlanılmıştır. Bu bağlamda Avrupa Kimliği ve öğrenme süreçlerine özel bir önem verilmiştir. Böylece Lizbon Anlaşması'nı oluşturan tarihsel sürecin anlaşılması hedeflenmiştir. Yüksek hedefler içeren Anayasal Anlaşma sürecinin Lizbon Anlaşması ile sonuçlanması değerlendirilen ikinci evreyi oluşturmuştur. Bu kapsamda Lizbon'un oluşturduğu yeni mimarinin detaylı incelenmesine yer verilmiştir. Üçüncü evrede ise Lizbon sonrası dönemde yaşanan küresel krizler karşısında AB'nin kendisini nasıl konumlardığı analiz edilmiştir. Farklı bölgelerden seçilen örnek olaylar geniş bir araştırma çerçevesi ve değerlendirme alanı oluşturmuştur. Lizbon'un yeni yapıları Yüksek Temsilci ve ADES bu geniş arka planının değerlendirilen en önemli aktörleri olmuştur. Bu çalışma AB'nin ortak paydada sahip olduğu kimlik, kültür ve coğrafya gibi pek çok kavrama rağmen hükümetlerarası gücün son anlaşmayla pekiştiği sonucuna varmıştır. Üye devletlerin gücünün Birlik düzeyinde aşılamaması, yeni aktörlerin kendilerine alan bulmasını zorlaştırmıştır. Sui generis yapı, yumuşak güç etkisi, yetenek-beklenti boşluğu ve Brexit AB için yeni meydan okumaları beraberinde getirmiştir. Küresel düzeyde AB'ye yüklenen anlamlar, tarihsel akış içindeki dönüşümlerin değerlendirilmesi Birliğin geleceğini nasıl öngöreceğimiz konusunda ipuçları vermektedir. Birliğin evrimi, sadece kurumlarını ya da üye ülkeleri değil küresel güç dengelerini de doğrudan etkileme potansiyeline sahiptir

This study evaluates the Common Foreign and Security Policy of the European Union in three main phases. In the first phase, the Constructivist and Intergovernmentalist perspectives were used to facilitate the analysis, as the transformation of the CFSP represents a continuity. In this context, special attention was paid to European Identity and learning processes. Thus, it is aimed to understand the historical process that formed the Lisbon Treaty. The conclusion of the Constitutional Agreement process, which includes high targets, with the Lisbon Agreement, constituted the second phase that was evaluated. In this context, a detailed examination of the new architecture created by Lisbon is included. In the third phase, how the EU positions itself in the face of the global crises experienced in the post-Lisbon period was analyzed. Case studies selected from different regions have created a wide research framework and evaluation area. The High Representative, EEAS the new structures of Lisbon, which have been the most important actors evaluated against this broad background. This study concluded that the intergovernmental power has been consolidated with the last agreement, despite many concepts such as identity, culture and geography that the EU has in common. The fact that the power of the member states has not been exceeded at the Union level has made it difficult for new actors to find space for themselves. Sui generis structure, soft power effect, talent-expectation gap and Brexit brought new challenges for the EU. The meanings attributed to the EU at the global level and the evaluation of the transformations in the historical flow give clues about how we will foresee the future of the Union. The evolution of the Union has the potential to directly affect not only its institutions or member states, but also the global balance of power.
