The relationship with NGOs is one of the main orientations of the Republic of Turkey. Turkish NGOs and Turkey share a historical background while operating in several regions. Their relationships become significantly important over time. This importance affects the nature of their traditional relationship. To see the dimension of this relationship, this study focuses particularly on IHH (the Humanitarian Relief Foundation) as one of the most important NGOs in Turkey and tries to define the relationship between the IHH (NGO) and the Turkey. In the study, first an extensive review of the literature is made. Although several books, articles and reports were reviewed, there were not enough direct sources regarding relations between Turkey and NGOs. As a result, the interviews with the IHH officials and with the Turkish state officials, the official Internet addresses of the NGOs and government agencies guided this study which is built around the case study on the IHH.
