Özet
Politik söylemde, konuşmacılar doğrudan dinleyicileriyle iletişim kurar. Söylemlerinin amacı, dinleyicileri gündemlerine ikna etmek, onları hareket tarzlarını desteklemeye motive etmek ve dinleyicilerde bir tepki uyandırmaktır. Genellikle konuşmacı aynı kültürel, durumsal, tarihsel ve politik bağlamı paylaşır, bu nedenle dinleyicilerin konuşmacıyla vurgu yapması kolaydır. Pragmatik, bir bağlamda iletilen şeyin incelenmesidir. Konuşma eylemi, konuşmacının bir metinde kullanılan kelimeler veya ifadelerle neyi başarmayı amaçladığı ile ilgilidir. Bu çalışma, Başkan Joe Biden'ın açılış ve zafer konuşmasındaki niyetleri iletme ve yorumlamada söz edimlerinin kullanımını araştırdı. Çalışma, konuşmanın edimsel eylemlerine (işlevi) odaklandı. Söz sözceye bölündü ve her sözce belirli bir söz edimini içeriyormuş gibi ele alındı. Bulgular, çalışmanın daha fazla iddialı olduğunu, bunu sırasıyla temkinli, yönlendirici ve ifade edici olduğunu göstermektedir. Sonuçlar, Joe Biden'ın önermeler, olgu beyanı vb. için iddialı ifadelere daha fazla güvendiğini gösterdi. İddialar daha çok doğruluk değeriyle ilgilenir; dolayısıyla dinleyiciler bu tür doğru önermelere ve tarihsel gerçeklere katılıyor.

In political discourse, speakers communicate directly with their listeners. The aim of their discourse is to convince the listeners of their agenda, to motivate them to support their course of action and to stir a reaction from the listeners. Usually, the speaker shares the same cultural, situational, historical and political context so it is easy for listeners to empathize with the speaker. Pragmatics is the study of what is communicated in a context. Speech act is concerned with what the speaker aims to achieve with the words or phrases used in a text. This study investigated the use of speech acts in communicating and interpreting the intentions in the inaugural and victory speech of President Joe Biden. The study focused on the illocutionary acts (function) of the speech. The speech was divided into utterance and each utterance was treated as containing a specific speech act. The findings show that the study contains more assertives, followed by commissives, directives and expressives respectively. The results showed that Joe Biden relied more on assertives to state propositions, statement of fact etc. Assertives are more concerned with truth value; thus the listeners agree with such truthful propositions and historical fact.
