Özet
İktisat bilimleri alanında doktora derecesi için tezler:“Devletin sosyal işlevleri ve geçiş döneminde bunların uygulanma mekanizması”şeklindedir. Tez çalışması, sosyal faktörlerin toplumun ve kişinin gelişimindeki rolünü artırma ihtiyacına ilişkin araştırmaları derinleştirmekte ve geçiş döneminde devletin sosyal işlevlerinin rolünü güçlendirme ihtiyacını kanıtlamaktadır. Bu amaçla, toplumun gelişiminde siyasi, sosyal ve ekonomik faktörlerin ilişkisinin ve etkileşiminin araştırılmasının metodolojik öncülleri belirlenmiş, çeşitli doktrinlere yansımaları, Moldova Cumhuriyeti'nde geçiş döneminde devletin sosyal faktörünün ve sosyal işlevlerinin rolünü ortaya koymaktadır. Devletin geçiş dönemindeki sosyal işlevlerinin analizine, sorunlara ve bunların çözüm mekanizmalarına özel dikkat gösterilmektedir. Devletin sosyal işlevlerinin temel sorunları ve alanları şunlardır: Mülkiyet ilişkilerinin iyileştirilmesi, istihdam sorunlarının çözülmesi, nüfus göçü; eğitim, sağlık hizmetleri; çevresel koruma, iş göremez nüfusun sosyal koruması. Sorunu çözmenin ana mekanizmaları olarak şunu öneriyoruz: Yeni bir kavramın benimsenmesini, toplumun yeni bir sosyo-ekonomik gelişme modelini- kurumsal-sosyal ve yeni bir insani gelişme paradigması olan“Homo economicus”dan“Homo intelligens”a geçişi öneriyoruz. Bu temelde, Cumhuriyetin kalkınma stratejisi kavramı netleştiriliyor, mevzuatın iyileştirilmesi, bilginin yeniden yapılandırılması, istatistiksel temelin, yönetimin ve benzerlerinin ana yönleri ortaya çıkıyor. Araştırmaların sonuçları, Moldova Cumhuriyeti'nin Çalışma, Sosyal Koruma ve Reform Bakanlığı, Ekonomi ve Reform Bakanlığı tarafından ve ayrıca eğitim sürecinde“Politik Ekonomi ve Ekonomik Doktrinler”,“Genel Yönetim”,“Sosyal Yönetim”vb. kürsüleri tarafından kullanılabilir.

On competition Scientific Degrees of the Candidate of Economic Sciences on a subject:“The social-economic functions of the state in transition: issues and mechanism of achievement”The thesis extends the investigation on the issue of the necessity to increase the social factors role in the development of society, an individual and states the need to intensify the role of the state social functions in the transition period. The research deals with the definition of methodological approaches of the relationship and interdependence of the political, social and economic development of the state. The role of the social factor and the social functions of the state in the period of transition in the Republic of Moldova have been outlined. Special attention is paid to the analysis of the state social functions in the transition period, to the problems and mechanisms of its completion. The basic issues and social functions tendencies are: improving the property relationships, solving the employment problems population migration, education, health protection, preserving the environment, social protection of the unemployed population. As basic mechanisms for the solution of this problem we suggest to implement a new concept, a new model of the social and economic development of the society, a new paradigm of the human development, the transition from“Homo economicus”to“Homo intelligens”. On the basis of this the conception of the development strategy of the Republic of Moldova, the essential tendencies in the improvement of the legislation, restructuring of the informational and statistical base, management s being specified. The scientific results of the research have a conceptual, methodological and operational aspect and can be applied by the Ministry of Economy and Reforms, the Ministry of Employment, Social Protection and Reforms and in the process of research and education at the departments of“Political Economy and Economic Doctrines”,“General Management”,“Social Management”etc.
