Özet (Çeviri)

This dissertation examines the question of have nuclear weapon states made any progress in fulfilling the Article VI of the NPT from 1995 until 2018. This dissertation argues, firstly, that there are multiple understandings on Article VI and these differences has an impact on how literature debates over the question of whether there is any progress by NWS or not. Actions such as bilateral agreements and unilateral actions for nuclear weapons reductions are seen as a progress. Secondly, although modernization of nuclear weapons is seen as necessary, it has been also perceived as concerning in its relation to nuclear disarmament. Thirdly, as appears that although modernization of nuclear weapons perceived as necessary, however, it does not seem to contribute to the progress on Article VI and based on the research it contains a factor of inconsistency
