Southwestern Pennsylvania is losing valuable company location deals to regions across the country. The Pittsburgh Regional Alliance (PRA) seeks to understand why the region is eliminated early in the site selection process. This study aimed to collect data on projects that never considered locating in the Pittsburgh region and compare these winning regions to the southwestern Pennsylvania. In the first phase of this project, a brief literature review was completed to gain an understanding of several important concepts in the site selection process. After this review, a benchmarking was done for the selected regions to evaluate the differences between key regions. Then, the study extensively researched public and private databases to compile a list of site location deals relevant to the PRA and created a final list of qualifying deals using data from Good Jobs First, S&P CaptialIQ, and LexisNexis Corporate Affiliations. Finally, it conducted site selection consultants' interviews to gain a deeper understanding of the perception of Pittsburgh in this process. In conclusion, the study provided the basis for the five recommendations to the PRA: adjust goals and process of project, engage economic development professionals and site consultants, enhance corporate outreach program for the Pittsburgh region, encourage development of working environments, and assess internal state processes
