Özet
Pandemi süreci, toplumların hayatlarını çeşitli bağlamlarda etkilemektedir. Pandeminin toplumsal hayattaki ifade edilen etkileri kimi zaman kendini sosyal yaşantıda, kimi zaman kültürel boyutta, kimi zaman spor ve sanatta, kimi zaman ise gündelik süreçlerde göstermektedir. Ancak bu bağlamda pandemi sürecinin en dikkat çeken etki alanı ülkelerin ve toplumların iktisadi yaşantısında gözlemlenmektedir. Salgının toplumsal etkileri ve bu etkilerle mücadelenin yanında meselenin bir de iktisadi yönü söz konusudur. Pandemi, dünya iktisadi yaşamını derinden etkilemiş, önemli değişim ve dönüşüm süreçlerine neden olmuştur. Salgının bireylerin hayatında neden olduğu tehlike emek faktörünü olumsuz etkilemiş, emek faktöründe yaşanan dalgalanma ise üretim zincirinde kırılmalara neden olmuştur. Bahsedilen tüm bu gelişmeler ise makro bazda derin iktisadi sorunların ortaya çıkmasına neden olmuştur. Covid-19 salgını iktisadi alanda üretim hacminin düşmesine, emek faktöründen tam kapasitede yararlanamamaya, sabit girdilerin varlığına rağmen çıktılarda yaşanan azalmalara ve benzeri birçok önemli problemlere neden olmuştur. Bu çalışmanın amacı Mersin'de pandeminin işgücü piyasaları üzerindeki etkisini analiz etmektir. Bu araştırmada tespit edilen sorun ise pandeminin işgücü piyasalarında negatif etki yarattığı, işsizlik başta olmak üzere sektörel sorunların ortaya çıkması, üretim-tüketim dengesinin bozulması ve gelir azalışı ya da tamamen ortadan kalkmasıdır. Çalışmanın amacı konu ve sorunda tespit edilen unsurların işgücü piyasasında tespitinin yapılmasıdır. Bu kapsamda yapılan çalışma Covid-19 pandemisinin Mersin ilinde işgücü piyasalarındaki etkileri incelenerek sınırlandırılmıştır. Bu çalışmada 548 hanehalkı ile anket yapılmıştır. Anketler Mersin ilinde 5 ilçede yapılmıştır. Bu ilçeler; Akdeniz, Mezitli, Toroslar, Yenişehir ve Tarsus'tur. Toplanan veriler 5 ilçenin kent merkezinden alınarak sonuca ulaşılmıştır. Çalışma sonucunda, Mersin ilinde pandemi öncesi dar işsizlik %12,9 olurken 2021 Eylül ayı itibariyle bu oranın %23,9 şeklinde gerçekleştiği hesaplanmıştır. Bununla birlikte, Mersin ilinde pandemi öncesi geniş işsizlik %21,9 olurken 2021 Eylül ayı itibariyle bu oranın %31,3 şeklinde gerçekleştiği hesaplanmıştır. Bu çalışmada, aynı pandemi öncesi ve sonrası dar ve geniş işsizlik ilçe, eğitim, cinsiyet ve yaş gruplarına göre değişimleri hesaplanmıştır.

The pandemic process affects the lives of societies in various contexts. The expressed effects of the pandemic in social life sometimes manifest themselves in social life, sometimes in cultural dimensions, sometimes in sports and art, and sometimes in daily processes. However, in this context, the most striking impact area of the pandemic process is observed in the economic life of countries and societies. In addition to the social effects of the epidemic and the fight against these effects, there is also an economic aspect of the issue. The pandemic has deeply affected the world economic life and caused significant change and transformation processes. The danger caused by the epidemic in the lives of individuals negatively affected the labor factor, and the fluctuation in the labor factor caused breaks in the production chain. All these developments, on the other hand, have led to the emergence of deep economic problems on a macro basis. The Covid-19 epidemic has caused a decrease in the production volume in the economic field, the inability to benefit from the labor factor at full capacity, the decrease in output despite the presence of fixed inputs, and many similar important problems. The aim of this study is to analyze the impact of the pandemic on the labor markets in Mersin. The problem identified in this research is that the pandemic has a negative effect on the labor market, sectoral problems, especially unemployment, deterioration of the production-consumption balance, and income decline or disappearance. The aim of the study is to determine the elements determined in the subject and problem in the labor market. In this context, the study was limited by examining the effects of the Covid-19 pandemic on the labor market in Mersin. In this study, a survey was conducted with 548 households. The surveys were conducted in 5 districts of Mersin. These counties are; Mediterranean, Mezitli, Taurus, Yenişehir and Tarsus. The collected data were obtained from the city center of 5 districts and the result was reached. As a result of the study, while narrow unemployment was 12.9% before the pandemic in Mersin, it was calculated that this rate was 23.9% as of September 2021. However, while large unemployment was 21.9% before the pandemic in Mersin, this rate was calculated as 31.3% as of September 2021. In this study, the changes in narrow and wide unemployment according to district, education, gender and age groups were calculated before and after the same pandemic.
