Özet
Bu tez çalışmasının amacı parlamenter sistemden cumhurbaşkanlığı hükümet sistemine geçilmesi sonucunda, kamu yönetiminde denetimin yerinin ve denetim mekanizmasının rolünde ortaya çıkabilecek değişim ve dönüşümleri tespit etmektir. Bu nedenle çalışma kapsamında denetim ve yönetim kavramları incelenmiş aynı zamanda etkili yönetim faaliyeti için nasıl bir denetim sisteminin oluşturulması gerektiği sorusuna da yanıt aranmıştır. Tez çalışmamız üç bölümden oluşmaktadır. Birinci bölümde, yönetim ve denetim kavramlarının genel olarak ifade edilmiş ve Cumhurbaşkanlığı Hükümet Sisteminin hükümet modelleri arasında konumunu kavramak adına hükümet sistemleri ifade edilmeye çalışılmıştır. İkinci bölümünde Cumhurbaşkanlığı hükümet sistemine geçilmesiyle Kuvvetler ( Erkler) ayrılığının daha da derinleşeceği düşüncesiyle başkanlık hükümet modeli uygulanan ülkelerde kamu yönetiminde denetim uygulamalarının yanı sıra cumhurbaşkanlığı hükümet sistemi ve denetim hususu Anayasal kuvvetler (erkler) açısından tasniflendirilerek ifade edilmeye çalışılmıştır. Üçüncü ve son bölümde modern bir denetim mekanizması olarak ifade edilen Kamu Denetçiliği Kurumunun genel özellikleri, mevzuatı, kamu yönetiminde denetim açısından getirdiği yenilikler ile yeni hükümet sisteminde kurumsal açıdan yaşanacak gelişmelerin yanı sıra sonuç ve öneriler kısmında Kurumun Cumhurbaşkanlığı Hükümet Sistemindeki rolü ve pozisyonunun güçlendirilmesi için yapılması gerekenler ifade edilmeye çalışılmıştır.

The aim of this thesis is to determine the changes and transformations that may occur in the place of supervision and the role of the control mechanism in public administration as a result of the transition from the parliamentary system to the presidential government system. For this reason, within the scope of the study, the concepts of audit and management were examined and at the same time, an answer was sought to the question of how an audit system should be established for effective management activity. Our thesis consists of three parts. In the first part, the concepts of administration and control are expressed in general and it is reserved to express the government systems in order to understand the position of the Presidential Government System among the government models. In the second part, with the thought that the separation of Powers (Powers) will deepen with the transition to the Presidential government system, the presidential government system and the control of the administration, as well as the audit practices in public administration in countries where the presidential government model is applied, have been tried to be expressed by classifying them in terms of Constitutional forces (powers). In the third and last part, the general characteristics of the Ombudsman Institution, which is expressed as a modern audit mechanism, its legislation, the innovations it brought in terms of auditing in public administration and the institutional developments in the new government system, as well as the conclusions and recommendations section, what should be done to strengthen the role and position of the Institution in the Presidential Government System. tried to be expressed.
