Özet
İktisat politikalarının temel amacı ekonomik büyümenin sağlanması ve uzun vadeli sürdürülebilmesidir. Ekonomik büyümenin gerçekleşmesinin temelinde insan faktörünün olması ve insan faktörünün verimliliğinin yükselmesinde etkili olan eğitimin, ekonomik büyüme üzerindeki etkilerinin ele alınması önemlidir. Bu tez çalışmasının amacı, eğitim ve eğitime etki eden faktörlerden olan sağlık ve teknoloji faktörlerini birlikte ele alarak ekonomik büyüme üzerindeki etkilerini saptamak ve çözüm önerileri geliştirmektir. Bu kapsamda 1990-2019 yılları arasında 13 gelişmiş ve 13 gelişmekte olan toplamda 26 ülke örneklemi ele alınmaktadır. Çalışmada 11 değişken ile 24 farklı model kurulmaktadır ve panel veri analizi kullanılmaktadır. Sonuçlara göre, eğitimin, sağlığın ve teknolojinin birbirleri ile olan ilişkilerinin varlığı ve bunun ekonomik büyümeye olumlu etkisinin olduğu ortaya çıkarılmaktadır. Gelişmiş ülkelerde eğitimin, sağlığın ve teknolojik faktörlerden olan Ar-Ge ve patentin reel gayri safi yurt içi hâsıla üzerindeki etkisi pozitiftir. Gelişmekte olan ülkelerde, eğitimin, sağlığın ve teknolojinin reel gayri safi yurt içi hâsıla üzerindeki etkisi pozitiftir. Gelişmiş ülkelerin tahmin katsayıları gelişmekte olan ülkelere göre daha yüksek oranlardadır bu da gelişmiş ülkelerde beşerî sermaye odaklı büyüme stratejilerinin ön planda olduğunu yansıtmaktadır.

The main purpose of economic policies is to ensure and sustain economic growth in the long term. It is important that the human factor is the basis of the realization of economic growth and the effects of education which is effective in increasing the productivity of the human factor on economic growth. The aim of this thesis is to determine the effects on economic growth by considering education and health and technology factors which are among the factors affecting education and to develop solution proposals according to the results obtained. In this context, a total of 26 countries which are 13 developed and 13 developing countries, between 1990 and 2019 years are discussed. In the study, 24 different models are established with 11 variables and panel data analysis is used. According to the results, there is a relationship between education, health and technology and this has a positive effect on economic growth. The effects of education, health and technological factors such as R&D and patent on income per capita are positive in developed countries. The effects of education, health and technology on per capita income are positive in all models in developing countries. The estimation coefficients of developed countries are higher than those of developing countries, which reflect that human capital-oriented growth strategies are at the forefront in developed countries.
