Özet
Bu tezin temel amacı Rusya'da Vladimir Putin yönetimindeki merkez-çevre ilişkisini incelemektir. Tez üç bölümden oluşmaktadır. Birinci bölümde Rusya Federasyonu'nun son on yıl içindeki değişen doğasını incelemek için Putin'in yükselişine kadar siyasi gücün yetki devri analiz edilmektedir. İkinci bölüm Yeltsin'in halefi Putin'in uygulamaya koyduğu federal reformlara odaklanırken üçüncü bölüm Putin'in başkanlığındaki federal reformların ikinci dalgasını incelemek amacıyla Kozak Komisyonu'nun taslak yasa tasarısını analiz etmektedir. Tezin sonuç bölümünde ise Putin yönetimindeki federal yönetim reformlarının Rusya'nın demokratik konsolidasyonu üzerindeki etkisi tartışılmaktadır.

The most central task of this thesis is to examine the centre-regional relations under Vladimir Putin. This study comprises three chapters. In Chapter One that follows this section, devolution of political power in post-Soviet Russia is analysed up until the rise of Putin to explicate the changing nature of Russian Federation in the last long decade. It emphasises the respect in which Russia's asymmetric federal structure under Yeltsin was the outcome of the legacy of the complex ethno-federal system of the Soviet Union and the protracted and conflict-ridden transition of Russia. Chapter Two focuses on the decisive federal reforms undertaken by Yeltsin successor, Putin, during presidency. The establishment of the institution of presidential representatives and seven federal districts, reform of the Federation Council and federal intervention and the quasi-judicial power of presidential power are closely scrutinized. Chapter Three continues the theme of federal reforms under Putin's presidency. The second wave of the federal reforms is based on the idea of the delineation of power and the strengthening the power of the local self- government in Russia. The drafted bills of the Kozak Commission and their feasibilities in application are explored in detail for the future shape of Russian federation.The conclusion of this thesis briefly discusses the effect of Putin's reforms for the democratic consolidation of Russia as a whole. The final assessment of the thesis is that the relationship between the centre and the regions is still in flux in Putin's Russia.
