Özet
Modern devlet yapısının tesis edilmesiyle birlikte modern anlamdaki egemenlik kavramı, tartışmalara sıklıkla konu edilmiştir. Egemenlik kavramına kendi kavramsallaştırması çerçevesinden farklı bir yaklaşım sergileyen Alman düşünür Carl Schmitt, XX. yüzyılın başlarında, modern devletlerin sahip oldukları egemenliğin zarar gördüğünü, XX. yüzyılın ortalarında ise devletler çağının sona erdiğini ifade etmiş ve bu düşünceleriyle bağlantılı olarak, devletlerin hegemon devletin amaçlarına hizmet eder bir hale geldiğini ileri sürmüştür. Egemenliğe sahip olma meselesinin modern devletlerin en önemli özelliklerinden birini oluşturması münasebetiyle, Schmitt'in de ifade ettiği bir durum olarak devletlerin egemenliklerine olumsuz yönde etkilerin gerçekleşip gerçekleşmediği durumu tez çalışmamızda iki önemli dönem açısından ele alınmıştır. Bu dönemlerden ilki, II. Dünya Savaşı sonrasında tesis edilen ABD hegemonyası dönemidir. Bu noktada Antonio Gramsci'nin ve Robert W. Cox'un hegemonyaya dair görüşleri çerçevesinden bir literatür taraması gerçekleştirilmiş ve söz konusu hegemonya dönemi bu görüşlerin de yardımıyla incelemeye tabi tutulmuştur. Dönemlerden ikincisi ise, 11 Eylül 2001 tarihinde ABD sınırları içerisinde gerçekleştirilen terör saldırısının hemen sonrasında ABD tarafından geliştirilen politikaların ortaya çıkardığı dönemdir. Söz konusu terör saldırısının hemen ardından ABD tarafından belirli amaçlar dahilinde geliştirilen ve uygulanan politikalar, ABD tarafından Afganistan'a ve Irak'a karşı askeri müdahale politikası başta olmak üzere, Soğuk Savaş döneminin sona ermesinin ardından yaşanan geçiş süreci ile bağlantılı şekilde ele alınarak tüm bunların egemenlik kavramına menfi yönde etkide bulunduğu sonucuna varılmıştır. Modern devletlerin egemenlikleri, bu iki dönemde geliştirilen politikalardan olumsuz manada etkilenmiş ve özellikle 2001 tarihinde gerçekleştirilmiş olan terör saldırısının hemen sonrasında ABD tarafından geliştirilen ve uygulamaya geçirilen politikaların bir neticesi olarak, açıkça daraltıcı bir etkiyle karşı karşıya kalmıştır.

With the establishment of the modern state structure, the concept of sovereignty in the modern sense has often been the subject of discussions. German thinker Carl Schmitt, who took a different approach to the concept of sovereignty from the framework of his own conceptualization, stated that at the beginning of the XX. century, the sovereignty of modern states was damaged, and in the middle of the XX. century, the era of states came to an end, and in connection with these thoughts, he argued that states became serviceable for the purposes of the hegemonic state. Due to the fact that the issue of holding the sovereignty constitutes one of the most important features of modern states, the situation of whether there are negative effects on the sovereignty of the states, as a situation also expressed by Schmitt, has been discussed in terms of two important periods in our thesis. The first of these periods is the period of US hegemony established after World War II. At this point, a literature review was carried out within the framework of the views of Antonio Gramsci and Robert W. Cox on hegemony, and the hegemony period in question was examined with the help of these views. The second of these periods is the period introduced by policies developed by the USA right after the terrorist attack carried out within the borders of the USA on September 11, 2001. The policies developed and implemented by the USA for certain purposes immediately after the terrorist attack in question were discussed in connection with the transition period experienced after the end of the Cold War, especially with the military intervention policy of the USA against Afghanistan and Iraq, and it was concluded that all these had a negative effect on the concept of sovereignty. The sovereignty of modern states was adversely affected by the policies developed in these two periods and faced with a clearly narrowing effect, especially as a result of the policies developed and implemented by the USA right after the terrorist attack carried out in 2001.
