Özet

Günümüzde küreselleşmenin getirdiği bölgeselleşme eğilimleri entegrasyon oluşumlarını ve bu kapsamda entegrasyon teorilerinin önemini artırmıştır. Uluslararası ilişkilerin önemli bir gündem maddesi haline gelen entegrasyon olgusu, belirlenen hedeflere ve işbirliğinin derinliğine göre farklılık göstermektedir. Bu çerçevede entegrasyon teorileri, devlet ötesi çözüm gerektiren sorunlarla yüzleşen devletlerin merkezi olmayan bir yapıda ne şekilde davranacaklarını açıklamaya yönelik argümanlar sunar. Avrupa kıtası özelinde ise gelişen entegrasyon süreci büyük ölçüde Avrupa Birliği (AB) kapsamında gerçekleşmektedir. Bu kapsamda 500 milyona yaklaşan nüfusu ve dünyanın gayri safi yurtiçi hasılasının yüzde 30'una sahip AB bölgesel güvenliğini sağlamlaştırarak, uluslararası sistemde etkin bir küresel aktör olmayı hedeflemektedir. Ancak AB'nin siyasi ve askeri entegrasyon alanını ifade eden ortak güvenlik ve savunma politikası (ODGP), birlik üyesi devletlerin ulusal egemenliklerini doğrudan ilgilendiren bir politika olarak ulusların karşına çıkmaktadır. Bu durum ekonomik bütünleşme konusunda son derece istekli olan birlik üyesi devletlerin ortak güvenlik ve ortak savunma gibi konularında çekingen dış politika tutumları sergilemesine neden olmaktadır. Bu kapsamda çalışmada ön plana çıkarılan husus AB'nin geçmişten günümüze ortaya koyduğu Ortak Güvenlik ve Savunma Politikalarının AB entegrasyon teorileri çerçevesinde incelenmesi olmuştur. Bununla birlikte tezin örnek olgusunu içeren daimi savunma işbirliği yapısı olan PESCO, AB'nin ortak savunma konusunda oluşturduğu makro projenin önemli tamamlayıcı unsurları arasındadır. AB'nin uluslararası sistemdeki otonomisini artırmaya dönük oluşturulan PESCO'nun bu kapsamda en temel hedefi AB üyesi devletlerin savunma harcamalarını dengelemek ve daha az savunma harcaması ile daha yüksek fayda elde etmelerini sağlamaktır. Bu çerçevede tez çalışmasında siyasi entegrasyonun en güncel ve somut örneklerinden olan PESCO'nun kuruluşu, hedefleri, Avrupalı devletlere katkısı ve gelecekte uluslararası sisteme etkisi incelenmiştir.

Today, the regionalization trends brought about by globalization have increased the integration formations and the importance of integration theories in this context. The phenomenon of integration, which has become an important agenda item in international relations, differs according to the determined goals and the depth of cooperation. In this framework, integration theories offer arguments for explaining how states will behave in a decentralized structure when confronted with problems that require trans-state solutions. The integration process that has developed in the European continent is largely realized within the scope of the European Union (EU). In this context, the European Union, which has a population approaching 500 million and has 30 percent of the world's gross domestic product, aims to become an effective global actor in the international system by strengthening its regional security. However, Common Foreign and Security Policy (CFSP), which expresses the political and military integration area of the EU, comes before the nations as a policy that directly concerns the national sovereignty of the member states of the union. This situation causes the member states of the union, which are extremely eager for economic integration, to exhibit timid foreign policy attitudes on issues such as common security and common defense. In this context, the highlight of the study will be the examination of the Common Security and Defense Policies, which the EU has put forward from past to present, within the framework of EU integration theories. In addition, PESCO, the permanent defense cooperation structure that includes the exemplary case of the thesis, is among the important complementary elements of the EU's macro project on common defense. The main goal of PESCO, which was created to increase the EU's autonomy in the international system, is to balance the defense expenditures of the EU member states and to provide higher benefits with less defense expenditure. The establishment of PESCO, which is one of the most current and concrete examples of the political integration to be realized, its goals, its contribution to European states and revealing its impact on the international system in the future are among the primary objectives of the study. In this context, the establishment of PESCO, which is one of the most up-to-date and concrete examples of political integration, its goals, its contribution to European states and its impact on the international system in the future are examined in this thesis.
