Özet
5018 sayılı Kamu Mali Yönetimi ve Kontrol Kanunu kapsamında 26/05/2006 tarih ve 26179 sayılı Resmi Gazete'de yayımlanan“Kamu İdarelerinde Stratejik Planlamaya İlişkin Usul ve Esaslar Hakkında Yönetmelik”ile tüm kamu kurumlarında stratejik plan yapılması zorunlu kılınmıştır. Bu kapsamda Milli Eğitim Bakanlığı da okullarda uygulamak üzere MEB 2019-2023 Stratejik Plan Hazırlık Programı yayımlamıştır. Bu çalışmanın amacı okullardaki stratejik planlama uygulamalarının etkili okul özelliği kazandırmadaki rolüne ilişkin okul yöneticisi ve öğretmenlerin görüşlerinin değerlendirilmesidir. Araştırmada, nitel araştırma yöntemlerinden bütüncül çoklu durum çalışması olarak tasarlanmıştır. Çalışma grubu İstanbul ilinde merkezi sınav puanı ile öğrenci alan, taban yüzdelik dilimi en fazla %10 olan okullardan seçilmiş 6 okul müdürü, 9 okul müdür yardımcısı ve stratejik plan ekibinde görevli 9 öğretmenden oluşmaktadır. Veriler yarı yapılandırılmış görüşme formu ile toplanmış, verilerin çözümlenmesinde içerik analizi yöntemi kullanılmıştır. Verilerin toplanmasında ikinci aşama olarak, okulların stratejik planlarına ilişkin doküman incelemesi yapılmış, verilerin analizinde betimsel analiz yöntemi kullanılmıştır. Araştırma sonucunda etkili okul boyutlarından; stratejik planın uygulanmasında gerekli liderlik becerilerine sahip olması bakımından yönetici boyutu; stratejik planı uygulayacak ve aktaracak olması açısından öğretmen boyutu; stratejik planın öznesinin öğrenci olarak görülmesi sebebiyle öğrenci boyutu, stratejik plan ile hedeflenen nihai sonucun öğrenci gelişimi olması ve buna aracı olmasından dolayı eğitim öğretim süreci ve programı boyutu ile diğer boyutları kapsadığı görüşü ve kalıcı olmasından dolayı okul kültürü ve ortamı boyutu stratejik planın uygulanmasında öne çıkan etkili okul boyutları olmuştur. Veli ve çevre boyutu stratejik planlarda iş birliği yapılması olarak sıkça yer alsa da uygulama da etkili olmadığı tespit edilmiştir. Okul stratejik planlarda gerekli güncelleme çalışmalarının yapılması, stratejik plan eğitimlerinin her okul için ayrı planlanması ve okul gelişiminin süreç içinde izlenmesini sağlayan; stratejik plan hazırlık, uygulama ve değerlendirme verilerinin toplandığı dijital bir model geliştirilmesi önerilmektedir.

Within the scope of the Public Financial Management and Control Law No. 5018, the“Regulation on the Procedures and Principles Regarding Strategic Planning in Public Administrations”, published in the Official Gazette dated 26/05/2006 and numbered 26179, was published in the Official Gazette dated 22/04/2021 and numbered 31462. With the“Regulation on the Procedures and Principles Regarding Strategic Plans, Performance Programs and Activity Reports to be Prepared by Public Administrations”, it has been obligatory to make strategic plans in all public institutions. In this context, the Ministry of National Education has also published the MEB 2019-2023 Strategic Plan Preparation Program to implement in schools. The aim of this study is to evaluate the opinions of school administrators and teachers about the role of strategic planning practices in schools in gaining effective school characteristics. In the research, it was designed as a holistic multiple case study from qualitative research methods. The study group consists of 6 school principals, 9 assistant principals and 9 teachers working in the strategic plan team, selected from schools in Istanbul with a central exam score, with a maximum base percentile of 10%. The data were collected with a semi-structured interview form, and the content analysis method was used to analyze the data. As the second step in data collection, document analysis regarding the strategic plans of the schools was made, and descriptive analysis method was used in the analysis of the data. As a result of the research, one of the effective school dimensions school culture dimension has been the most influential school dimension in the implementation of the strategic plan, due to the view that it includes other dimensions and its persistence. Also as a result of the research managerial dimension in terms of having the necessary leadership skills in the implementation of the strategic plan; teacher dimension in terms of implementing and conveying the strategic plan; since the subject of the strategic plan is seen as the student, the student dimension is included in the school strategic plans. Since the intended end result is student development and is a mediator, the dimension of the education and training process and program is included in the school strategic plans. Although the parent and environment dimension, which is one of the effective school dimensions, is frequently included in strategic plans as cooperation, it has been determined that it is not effective in practice. Providing necessary updating studies in school strategic plans, planning strategic plan trainings separately for each school and monitoring school development in the process; It is recommended to develop a digital model in which strategic plan preparation, implementation and evaluation data are collected.
