Özet
BİR YURTDIŞI ALTYAPI PROJESİNDE YÜKLENİCİ YÖNETİM PLANI TASARIM VE UYGULAMALARI ÖZET Bu tez çalışmasında proje yönetimi anlayışı içinde bir yurtdışı altyapı projesinde yüklenici firma açısından“yönetim planı tasannu ve uygulamaları”ele alınmıştır. Yazar teknik ofis ve planlama mühendisi olarak çalıştığı STFA İnşaat A.Ş.'nin Sirte (Libya) kentindeki altyapı projesinde uygulanan proje yönetim sistemini ve bu sisteme olan katkılarını uygulamadaki sonuçlarıyla birlikte sunmuştur. inşaat fînnalanmızın yurtdışındaki basanlarının sürmesi etkin bir proje yönetim anlayışının varlığına ve bunun korunmasına bağlı bulunmaktadır. Proje yönetimi; projenin hedefine ulaşmasını sağlamak için, gerekli ve birbirinden farklı disiplinlerin projenin hacmine, süresine, maliyetine ve büyüklüğüne uygun bir şekilde bir araya getirilmesi ve yönetilmesi işidir. Proje yönetimi aşağıdaki yönetim unsurlarının biraraya getirilmesiyle oluşturulabilmektedir. - Kapsam Yönetimi -Zaman Yönetimi - Maliyet Yönetimi - Kalite Yönetimi - insan Kaynaklan Yönetimi - İletişim Yönetimi - Risk Yönetimi - Salın Alma Yönetimi Özellikle yurtdışında inşaat firmalarımız tarafından üstlenilen projelerin istenen süre, kalite ve öngörülen bütçe içinde kalınarak tamamlanması çağdaş proje yönetim tebriklerinin kullanılarak projelerin izlenip denetlenmesini zorunlu kılmaktadır. Bu çerçevede yapılan çalışmada konu genel olarak birbirleriyle ilişkili 3 alt başlıkta özetlenmiştir. Bunlar; - Şirketin genel merkezi ile bölge temsilciliği ve şantiye arasında mevcut yönetim planının takibi, izlenmesi denetlenmesi ve raporlamasının yapılması, - Şirketin şantiyede istenen amaçlan gerçekleştirmek için uygulamakta olduğu süre, maliyet ve ilerleme kontrol programlannın uygulanması, - Konu projenin maruz kaldığı iç ve dış üretim sorunlan ve bu çerçevede Libya bölgesinde bundan sonrası için taahhüt hizmeti yapacak olan yüklenici firmalanna önerilerin sunulmasıdır. vı

THE CONTRACTOR MANAGEMENT PLAN DESIGN AND APPLICATIONS IN AN OVERSEAS INFRASTRUCTURE PROJECT SUMMARY The overseas works of Turkish civil contracting companies had been started in early 1970 and now today continuing with increasing numbers. Within this framework the hard currencies contractors had earned and their recruitment potential to Turkish labourers bring the importance of the subject to the daily agenda. The success of the civil contracting companies in overseas contracts depend on the presence of efficient project management techniques and its close following up procedures. The contracts of those civil companies signed in overseas are generally completed within then- estimated budgets, on time, and with quality specified with the contract documents which obliged them to use the modern project management techniques as well as their supervision and close following up techniques. hi this thesis the management planning and its applications are studied in one of the overseas infrastructure contract with an approach of its own components. The undersigned studied the project management system utilized in infrastructure project of Sirte (Libya) which is under construction by STFA Construction Company. His contribution to the existing system and its results in various applications have been evaluated in this thesis. In the first section the objectives and contents of the study have been explained and the importance of the overseas contracts for the country is evaluated. Project management is the use and application of knowledge and skills from different disciplines required and necessary to meet the targets of the project, conforming with its scope, durate and cost. In this section following points are briefly explained which are constituting elements of the project management; - Scope management - Time management - Cost management - Quality management - Human Resources Management - Communication Management - Risk Management - Procurement Management In the second section, the project is described with its contents together with its organization, environmental and human resources as well as its technical details of the works contracted. vuThe project is composed of a combined system from waste water and storm water systems and its treatment facilities. The secondary and main collector lines from various points of the city convey the storm and waste waters to the two pumping stations which then pumped to the main pumping station. This main station is then pumps the collected water to the Sewage Treatment Plant (STP) which is 4250 m. away. The waste water is then treated biologically and chemically in this plant and then, the treated water is collected in the outlet reservoir (PS4) having 5000 m3 storage capacity, and pumped to the sea by a dia 700 mm ductile iron pipeline having a total length of 4250 m with 3 numbers of high capacity submersible pumps. The third section of the Thesis explain the Master Plan and budgeting studies of the subject project with various examples all within the framework of project management plans. The Master Plan contains the determination of required resources with the maximum efficiency and their uses in order to complete the project within the defined period of time, quality and money. By this way, the Company can easily follow the project and hence top management can take decisions to overcome the possible deviations from the plan which result to reach the target efficiently. Especially it is very important to plan the required resources of the project, workmanship, machinery, material etc., their estimation quantitatively with associated costs and their provision and then the planning for optimization. The Master Plan is the complete document containing all above defined planning activities. Master Plans cover the total of the project from beginning to end, but Budgets are only reflecting a certain period and they are part of the Master Plans. With Budgeting, the whole resources (personnel, material, machinery, consumables etc.) required for the project for a definite period of time are studied. The provision cost of the above items are estimated and several tables i.e. income - expenditure, cashflow and other financial tables are formed parallel with the construction activities. The fourth and fifth sections of the Thesis contents the detailed reports with regard to their functions, all prepared within the framework of project management for submission to Regional and Head Offices of the Contractor STFA as well as the Joint Venture management, Client ODAC, Consulting Company NCB. Also in this section the work progress control and reporting system are presented in detail, within the frame of project management techniques the“site progress and reporting system”is used for certain extend in the projects depending on their technical and aclministrative specialities and their contents. In the Master Plans, the preliminary studies of the system is explained and it is decided to what extend it will be followed and how ? The Table shows the model used in the various projects of STFA, Libya region. This system covers necessary procedures of the work activities related with the structures, process control and evaluation of performances, all prepared by the departments of the V111< I- 2 2 O Lu uj q; a. These reports are also used in the cost estimating department of the company while tendering for similar projects in the future. The main elements of the system is constituted from 3 separate sections ; i) Progress Control Documentation ii) Progress Report iii) Progress Control Meeting i) The main function of the Progress Control Documentation is to define clearly the required resources, coordinate and follow-up the works necessary for their provision paralle with a programme. In a project the efficient use of the resources (manpower, material, machinery and money) can only be achieved by a process control system and therefore it is a must to use such a tool in the projects. In the Sirt Sewerage System Project the“Primavera Project Planner”is used as a computer programme for time control and planning of the work activities. In order to fulfill the project requirements and targets of certain completion milestones a planning system is established in the Project. The Project Control System (PCS) established by STFA Construction Company is also explained in this section of the Thesis, which is mainly a cost control and analysis programme together with production planning and production cost performances. ii) Progress Reports; This is a recording procedure of various productions while the activities continue in the project, their comparison with planning figures, and the systematic planning of required resources in advance, reporting of all above procedures and their evaluations are the topics of the Progress Reports. With the set-up of Progress Reports it is aimmed to take necessary actions for activities while they are in progress with regard to their required resources within a plan and systematic approach. The progress reports are prepared daily, weekly and monthly basis. Monthly summary reports; This is a monthly report contenting the required information for reporting, and records of the progresses of the activities as they are planned by the departments and their actual progresses shown on work progress and control documentation. The main function of the monthly report is the study of the monthly progress of the project by the project and also Regional Management. This monthly report shows the project performance, recommendations for any kind of deviations from the plans, the decisions required to overcome the existing problems and necessary required resources to meet the planning targets in the future. iii) Progress Control Meetings; In order to evaluate the progress of all activities weekly or monthly site meetings are arranged with site representatives, in one way to measure the performances of each single activity. The agenda of these meetings arethe reports constituted from progress and control reporting systems. Generally in those progress Control Meetings ah documents formed within the framework of these reports are discussed and necessary measures are considered accordingly. In the sixth section of the thesis internal and external factors effecting the production of the construction site are evaluated within the light of the Burkhartd's cost functions. With this study the problems of the contractors working in the Middle East basically in Libya are evaluated which are generated from administrative and social structures of those countries. In this section proposals are briefed based on certain resolutions. In this section the various problem of the labourers working in the project have been studied and proposals are introduced for their solutions. Also various contractual problems are evaluated. The protocol signed by the Joint Venture and the Client ODAC as well as the contract have been studied with regards to the articles related with unit rates and time extension which are the main problems faced during the initial phase of the contract. While studying the above articles the cross reference is made to the Turkish contract procedures set forth by the General Specifications of Ministery of Public Works and also related articles of FIDIC which is also a part of the contract. The proposals resulted from above evaluations brought certain solutions to the problems. The elements of the project management applied by the contractor, the contributions of the undersigned and the special factors of the country effecting in this model are evaluated and briefed in this section.
