Özet

\ ÖZET \ Kalite ile ilgili kavramlar zaman içinde gelişmiş ve yeni yaklaşımlar olarak karşımıza çıkmıştır. Kalite kontrol, toplam kalite yönetimi, kalite güvencesi, kalite güvence sistemi, İSO 9000 kalite sistemi gibi ifadelere çalışmamda açıklık getirilmiştir. Şirketin ürettiği her ürün ve yürüttüğü her faaliyet için bir kalite güvence sistemine ihtiyaç vardır. Bu sistemin şirketin belirlediği kalite, politika ve hedeflerini gerçekleştirecek düzeyde olması gerekir. Sistemin öğeleri, uygulanışı denetimi, dokümantasyonu vegeliştirme yöntemi çalışmamda incelediğim başka bir konudur. Süratle değişen teknoloji karşısında, kişilerin kendilerini yenilemeleri gerekir. Bina dayalı olarak işletmelerde eğitim ve eğitimde kalite önemlidir. İşletmelerde doğru eğitim, doğru zamanda, doğru kişilere, doğru mekanda, doğru eğiticilerle verilmelidir. Kalite güvence sistemi için eğitimi incelemeden önce işletmelerdeki eğitimi kuruluşun kazancı, eğitimde verimsizliğin nedenleri,verimlilik yollarının bulunması ve ergomik bir eğitimin nasıl olması gerektiği gibi konulan ele aldım. Nitelikli ve iyi planlanmış bir eğitim programının bireyde ve kurumda davranış değişikliği başlatacağı açıktır.“Kaliteli eğitime nasıl ulaşılır?”sorusuna cevap bulabilmek ve başarılı bir eğitim programının nasıl olması gerektiği bir eğitimci açısından çalışmamın bu bölümünde incelenmiştir. Eğitim programının safhaları ve bu safihalar için ihtiyaç duyulan öğeler ayrıntılı olarak açıklanmıştır. Kalite güvence sistemi için uygulamanın başladığı tüm aşamalarda tüm çalışanlar bazında, sistematik eğitim programlarının yürütülmesi, sonuçların izlenmesi ve eğitim konusuna süreklilik kazandırılması sistemin başarısında önemli rol oynayacaktır. Kalite güvence sistemi içindeki eğitimin önemi, eğitim stratejisi ve başarılı bir eğitim prosedürünün nasıl olması gerektiği belge akışı ile birlikte incelenerek bir uygulama ile incelen konular gerçek hayatta gözlemlenmiştir. xii

If the employees of the organization is educated and then if these people are charged as an educator, this will increase the productivity of the education system and moreover it will make the quality guarantee system concept have a place in the minds of the employees. At this point, the importance of the transition from personal learning to organizational learning. If an individual transfers his knowledge to the group, or if a manager or an employee gets a knowledge and shares this knowledge with the other employees, this means the operating of learning organization mechanism. The learning organizations, and the transition from personal learning to organizational learning to organizational knowledge is examined due to the items mentioned above. I had the chance to see the application of the subjects that I have examined in the sixth and last part of my study, in the actual work-life, in an organization. In my study, as a result I tried to make the quality and related concepts clear, or define the quality guarantee system which has an increasing importance and the subject of personnel training for this system in detail. XVllThe differences between the TQM and the classical management approaches, and the progresses that an organization must make to establish this management system was examined as the last subject of my study's fırst part. The processes to obtain and protect quality, was being called as“quality control”before, but today some concepts like quality guarantee system ör for this system. in this phase, in the second part of my study, I tried to explaın the“quality total quality management are developed. When planning this study, I decided to separate it into two maın parts. I identifıed these parts as; quality guarantee system and the education need for this system. in this phase, in the second part of my study, ı tried to explain the ”guarantee system“ concept and the subtitles of this concept. After explaining the quality guarantee as; to make a product ör service, obtain the satisfaction of the customers' expects, I tried to get the ansvvers of the questions like ; ”what is a quality guarantee system“ ör ”what does the quality guarantee system include?“. Briefly, the quality guarantee system can be defıned as, a resultant of the efforts that aim to obtain the possibilities for most economical production ör service, that satisfy the consumer entirely, and that develop, protect, and improve the quality performed by some sections in the work place. The company needs a quality guarantee system for its each product it produces and for each action it makes. This system should have a level on which the company can realize the quality policy and the target that it determined. İSO 9000 is a model that can be applied to develop a quality guarantee system which is proper to the organization. I considered the İSO 9000, and the other standards that form it, to examine the standardization of the quality guarantee systems and the quality management programs. I explained the contributions that the İSO 9000 quality standards can make for a foundation. Moreover, I comparatively considered the İSO 9001, 9002, 9003 quality standards of the standards system, that are used in other applications. If a company applies öne of these standards, it means that it make some certain actions of these functions. So, the responsibilities of a company that works proper to the İSO 9002 is stated in the same order it is in its original document. The appropriateness of the actions of a company to İSO 9000 series should be documented. This documentation process is examined both due to the foundations and which phases the foundation must go through during this process, under the title ”documentation“. xivin the third part of my study, I tried to examine the education concept vvithout examining the education need in the quality guarantee system. Generally, we can define the education concept as ; ”the process in which the individual's behaviours are changed via his own life“. At this point, I examined the ”traditional education“ on the offered ”practical education“ concepts comparatively. Higher education is the step which undertook the mission to train the technical and scientifıc man-force, that economy needs. For this reason, I felt the necessity to examine, what education a qualifıed employee must have before he gets trained in his company, under the tıtles of ”the university education and its applicability to the industry“ and ”the actual situation of the professional technical education“. Education is a very big organization with its own systems, foundations and investments. The output expected from every organization should also be expected from education organization. The targets and the management system should be applied on the education system, for it obtains the participation, increases the motivation, develops the problem solving abilities, and it prevents the source vvastage. I tried to explain what can be done for this, in my ”management with targets for productivity in education“ subject. The managers must consider the education not as a waste of time and a kind of expense, but an investment which is inevitable and which can not be sacrificed. Organizations can face educatıonal problems and these problems can also appear later therefore, the education should be used as an implement which can be used to prevent the educational problems before they appear. I examined why education is thought to be unproductive and what responsibilities an educator manager have, under the title; ”The unproductiveness in the education and its reasons". I also wanted to examine the importance of the ergonomic measures in the usage of educational implements. I examined the methods and materials used in educational and training methods ergonomically. The effects of educational materials and class environments physical conditions on the learning process of individuals, were summed up considering the lighting, colouring, climating, noise and such conditions. it is the human who forms and manages the oganization, and who works there. The man-source should be developed, in other vvords, the educational activities and the work power should be activated as soon as possible. XVThe quality of educational activities can be obtained by educating the right person, on the right time, in the right place, by the right educators. By the high-quality, the employee which is the most significant source of the organization can be improved, and its productivity can be increased. On the other hand, The improvement and increase is obtained in quality and production. I wanted to explain, under which conditions should organization, quality, and education trio come together, considering the subject of high-quality education in organizations, after examining the education before working. I also thought that I must consider this subject, from an educator's point of view while planning my study. Because of this, in the fourth part of my study I examined the route that an educator must follow to plan a successful education program, and the materials the budget, and the establishments which should be used during these phases. I dwelled on the educational methods and their application methods, after planning the program. For the quality guarantee system, the educational needs of the personnel should be identified and a method to obtain this education should be formed. A great importance should be attached to the education of the personnel of all grades. And especially, attention must be paid to the education and election of new appointed and inexperienced personnel. In the fifth part of my work, I examined the education in the quality guarantee system. I considered the importance of education in the quality guarantee system and the application strategy. It was aimed to obtain the personnel profile appropriate to the strategy determined with the given education. Individual plays the determining role on development of the educational strategy. Every employee who takes part in an activity that will effect quality, must be included in the educational programs. I also explained, not only what will be done, but also how that will be done in an educational application strategy. The required process to reach the high quality education is examined calling attention to the mainpoints. I explained which education should be given to whom, for quality guarantee system for various steps. The phases of a successful education procedure that will be appropriate for the quality guarantee system, the duties of the workers in this procedure, how should the knowledge and documentation flow be and the form variations which will play a role in the validity of the educational programs are examined. xviIf the employees of the organization is educated and then if these people are charged as an educator, this will increase the productivity of the education system and moreover it will make the quality guarantee system concept have a place in the minds of the employees.
