Özet
Kenevir bitkisi hem tohumundan hem çiçeklerinden hem de saplarından faydalanılan mucizevi bir bitki olma özelliği taşımaktadır. Bu çalışmada hükümetin 2019 yılı Ocak ayından itibaren kenevir bitkisinin üretimine yoğunluk vermesi ve Samsun ili Vezirköprü ilçesinin de bu konuda merkez seçilmesinin ardından bölgede, üretimde ve üreticide ne gibi değişikliklerin olduğu, üretimin bölgeye ve ülkemize katkılarının neler olacağı, üreticilerin mevcut üretim kapasiteleri, pazarlama imkânları ve sorunları ve devletten beklentilerinin neler olduğunun ortaya konulması amaçlanmıştır. Samsun ili Vezirköprü ilçesinde kenevir yetiştiriciliği yapan 59 üretici ile yüz yüze anket çalışması yapılarak birincil veriler toplanmıştır. Elde edilen veriler SPSS programında işlenerek gelir grupları bazında çapraz tablolar haline getirilmiş, gruplar arası farklılıkları ortaya koymak için ise ki-kare analizi yapılmıştır. Ayrıca üreticilerin mevcut durumları SWOT analizi ile değerlendirilmiştir. SWOT analizi sonuçlarına göre; üreticilerin kendi tohum ihtiyaçlarını kendilerinin karşılaması, kenevir bitkisinin ilaç, kozmetik, kumaş, otomotiv ve inşaat gibi pek çok alanda kullanılabilen alternatif bir bitki olması güçlü yönlerinden biriyken, devlet tarafından verilen teşvik/destek olmaması, bölgede kenevir işleme fabrikalarının bulunmaması zayıf yönlerden biri olarak değerlendirilmiştir. Kenevir yetiştiriciliğinde genel olarak tercih sebebi %66,10 oranla arazi ve iklim koşullarının uygun olması ile %64,40 oranla bölgenin merkez seçilmesinden sonra pazar talebinin olması etkili olmuştur. Üretimde karşılaşılan sorunların başında %88,10 oranla girdilerin pahalı olmasının geldiği, %62,70 oranla ise kenevirin pazarlama durumunun verilen vaadlerin yerine getirilmemesinden kaynaklı son zamanlarda iyi olmadığı durumu saptanmıştır. Yapılan çalışmalar sonucunda işletmelerin kenevir üretimine hevesli oldukları fakat bunun için teşvik-destek verilmesi, mekanizasyonun artırılması, fabrikaların kurulması ve aynı zamanda istihdamın da sağlanması, eğitim ve seminerlerin düzenlenip daha fazla üreticinin ve alıcının kenevir bitkisi hakkında aydınlatılması, bölgede yürütülen projelerin artırılıp pazarlama sorununa çözüm önerilerinin sunulması gerektiği sonucuna varılmıştır.

The hemp plant is a miraculous plant that benefits from both its seed, flowers and stems. In this study, it is aimed to reveal what kind of changes have been made in the region, production and producer after the government has intensified the production of hemp plants since January 2019 and Vezirköprü district of Samsun province has been selected as the center in this regard, what will be the contributions of production to the region and our country, the current production capacities of producers, marketing opportunities and problems and what their expectations are from the state. Primary data were collected by conducting a face-to-face survey study with 59 producers engaged in hemp cultivation in Vezirköprü district of Samsun province. The obtained data were processed in the SPSS program and cross-tabbed on the basis of income groups, and chi-square analysis was performed to reveal the differences between the groups. In addition, the current situation of the producers was evaluated by SWOT analysis. According to the results of SWOT analysis; While it is one of the strengths of the producers to meet their own seed needs and that the hemp plant is an alternative plant that can be used in many areas such as medicine, cosmetics, fabrics, automotive and construction, the lack of incentive / support given by the state and the lack of hemp processing factories in the region were considered as one of the weaknesses. In general, the reason for preference in hemp cultivation was the suitability of the land and climatic conditions with a rate of 66.10% and the market demand after the region was chosen as the center with a rate of 64.40%. At the beginning of the problems encountered in production, 88.10% of the inputs were expensive, and 62.70% of the marketing situation of hemp was not good recently due to the non-fulfillment of the promises made. As a result of the studies, it was concluded that enterprises are enthusiastic about hemp production, but for this, incentive-support should be given, mechanization should be increased, factories should be established and at the same time employment should be provided, trainings and seminars should be organized and more producers and buyers should be enlightened about the cannabis plant, the projects carried out in the region should be increased and solutions to the marketing problem should be offered.
