本文主要阐述了叙利亚内战期间土耳其对叙利亚的政策、有关政策表现以及土耳其奉行这些政策的原因。土耳其致力于依靠软实力，积极参与国际事务、维护自己的国家利益，努力成为中东不可或缺的“和平斡旋者”。土耳其和叙利亚曾经的广泛合作被视为“零问题”睦邻外交政策成功的标志和典范。叙利亚内战爆发初期，土耳其一度继续奉行“零问题”政策，并呼吁阿萨德政府进行改革，但由于内战的持续，以及土耳其与阿萨德政府关系日渐紧张，土耳其做出了政策上的改变，开始采取反对阿萨德政府的相关政策。 叙利亚持续内战的过程中，土叙边境发生了军事袭击，这一方面导致了土耳其对叙进行军事行动，另一方面，在联合国和其他调解员国家的协调下，土耳其在国际平台为叙利亚战争的结束发挥积极的作用。 本文主要分为四个部分。首先介绍叙利亚内战的缘起与外部势力的介入。其次，是叙内战爆发前的关系与政策。本文的第三部分，则是土耳其对叙利亚内战的政策。包括延续友好外交关系、对反对者的支持，叙利亚内战对土—俄、土—美关系产生的负面影响，土耳其在叙利亚实施的军事政策。除此之外还解释了土耳其对叙利亚的难民政策。第四部分是土耳其对叙利亚内战的政策分析。 关键词 土耳其 叙利亚内战 外部势力 对叙政策正发党

This article mainly elaborates on Turkey's policy towards Syria during the SyrianCivil War, its manifestations and the reasons why Turkey adopted these policies. Turkeyiscommitted to relying on its soft power, actively participating in international affairs, safeguarding its own national interests, striving to become an indispensable“peace mediator”in the Middle East, and regards Turkey and Syria's extensive cooperation in the past decadeasa“zero problem”good-neighborly foreign policy symbol and model of success. At the beginning of the Syrian civil war, Turkey adopted a zero-problempolicy andcalledon the Assad government to reform. However, due to the continuation of the civil war andtheincreasingly tense relationship between Turkey and the Assad government, Turkeymadeapolicy change and began to oppose Assad government. During the ongoing civil war in Syria, a terrorist attack occurred on the border betweenTurkey and Syria. On the one hand, this led to Turkey's military operations against Syria. Onthe other hand, under the coordination of the United Nations and other mediator countries, Turkey helped the Syrian war on an international platform end playing an active role. This article is mainly divided into four parts. First, I will introduce the originof theSyrian civil war and the intervention of external forces. Secondly, there are relations andpolicies before the outbreak of the Syrian civil war. The third part of this article is about Turkey's policy towards the Syrian civil war. Including continuation of friendly diplomaticrelations, support for opponents, the negative impact of the Syrian civil war on Turkey-Russiaand Turkey-US relations, and Turkey's military policy in Syria. In addition, it also explainedTurkey's refugee policy towards Syria. The fourth part is Turkey's policy analysis on theSyriancivil war.
