This dissertation provides an overview of archival practice in Turkey for the benefit of an international audience. To do this it employs a historical perspective combined with a current practice viewpoint. The analysis of the historical overview outlines the impact of the dominant ideology and policies of late modernization on archives and archival practices. The insider's perspective addresses current issues within the archival profession, as expressed by people who have both used and worked in Turkish archives. The historical and insider perspectives are combined in an effort to identify the unique characteristics of Turkish archival practices and the ways in which they have been shaped by the ideology and policies of late modernization. More specifically, this dissertation presents: (1) a brief overview of Turkish history and Turkish modernization; (2) an analysis of the impact of political projects on archives and archival education; (3) insiders' perspectives on the issues external recognition and internal incoherence of the archival profession and (4) some issues of intellectual elitism evident in an implicit hierarchy between researchers and archivists. This dissertation's main findings may be summarized as follows: First, the institutionalization of the archival profession and education has been deeply informed by nation-wide, late modernizing project and ideology, without however establishing fundamentals such as laws, regulations and standards for the profession. This in fact has created a vision of archives as primary centres of research rather than focusing on collection and preservation and establishing strong archival principles. As a result of this research-oriented perspective researchers without a formal training in archives have gained pre-eminence in the field. This, in turn, suggests a lack of external recognition of the archival profession. Furthermore, the profession appears to be constantly facing the risk of over-centralization. As a response, archivists opt for separate, personal networks of communication, which tend to create internal incoherence within the profession.
