Özet
İnsanların hayatlarını daha iyi şekilde sürdürebilmesi için öncelikle sahip olması gereken en önemli unsur sağlıktır. İnsanların sağlıklı olması ülkelerin gelişmesine de yardımcı olmaktadır. Sağlığın olmadığı bir toplumda birçok sektörün olumsuz etkilendiği bundan dolayı da ülkelerin ekonomik yapılarının zarar gördüğü bilinmektedir. Bunun en güzel örneği yakın zamanda ortaya çıkan Covid-19 küresel salgınıdır. Sağlık krizi olarak kabul edilen Covid-19 salgını ülkelerin ekonomilerini olumsuz etkilerken aynı zamanda sağlık imkânlarını da oldukça zorlamıştır. Bu nedenle salgın sürecinde ülkelerin sağlık sistemleri, sağlık finansmanı ve sağlık harcamaları daha da önem arz eder hale gelmiştir. Bu doğrultuda, çalışmada Türkiye'nin ve salgında en fazla vaka sayısına sahip olma özelliği gösteren ülkelerin (ABD, Brezilya, Hindistan) var olan sağlık sistem yapıları ve sağlık harcamaları incelenerek pandemi sürecinin etkisi analiz edilmektedir. Değerlendirmeler sonucunda salgın ile mücadelede başarının ülkelerin sağlık personel sayısı, yatak sayısı gibi sağlık göstergeleri ile yakından ilişkili olduğu, bu süreçte toplumun sağlık düzeyini koruyabilmek amacıyla sağlık harcamalarında artışın yaşandığı ve devletin hizmet sunumunda önemli bir yere sahip olduğu görülmüştür.

Health is the most important element that people should have in order to lead their lives in a better way. The health of people also contributes to the development of their countries. It is known that in a society without health, many sectors are negatively affected and therefore the economic structures of the countries are damaged. The best example of this is the recent Covid-19 global pandemic. The Covid-19 pandemic, which is considered a health crisis, has negatively affected the economies of countries, while at the same time, it has also challenged their health opportunities. Hence, the health systems, the type of health financing, and the health expenditures of countries have become even more important during the pandemic process. For this reason, the effect of the pandemic process is analyzed by examining the actual health system structures and health expenditures of Türkiye and the countries with the highest number of cases during the pandemic (USA, Brazil, India). As a result of the analysis, it is found that the success of countries in the fight against the pandemic is closely related to health indicators such as the number of health personnel and the number of beds with an increase in health expenditures in order to maintain the health level of the society in this process. Also, the state has an essential role in the provision of health services.
