Özet

Bosna-Hersek'in endüstri mirasına yönelik koruma önlemleri kurumsal ve profesyonel destekten yoksundur. Bu çalışma, Tuzla kentinin endüstriyel gelişimini sağlayan parametreleri farklı zamansal ve mekânsal boyutlar üzerinden ulusal ve yerel düzeyde tanımlamayı amaçlamaktadır. Ek olarak, elde edilen bilgiler entegre bir kayıt yöntemi geliştirmek için kullanılmaktadır. Dört ana tarihsel dönem boyunca, esas olarak tuz üretimine dayanan, birbirine bağımlı bir sanayi sektörleri ağı oluşturulmuştur. Sonuç olarak, tuz üretim alanları çevresinde konut, eğitim, kültür ve idari tesislerin art arda genişlemesi belgelenmiştir. Bu, ağırlıklı olarak Kreka'nın en eski sanayi bölgesinde ve tarihi merkezde gerçekleşmiştir. Tez, birbiriyle ilişkili endüstriyel sistem ile kentsel doku arasındaki nedensel ilişkiyi anlamak için, tuz üretim fabrikaları etrafında oluşturulan farklı tarihsel katmanları incelemektedir. Ulusal Anıtları Koruma Komisyonu'nun 2007 yılında Tuzla kentindeki tuz üretim alanlarını ulusal anıt olarak belirlemesine rağmen, tarihsel olarak ilişkili sanayi binaları ve ilgili sosyal altyapı koruma alanından çıkarılmıştır. Koruma uygulamalarının, ortaya çıktıkları bağlamlar dikkate alınmadan seçilmiş endüstriyel miras binalarıyla sınırlandırılmasıyla, tuz üretim sürecinin zenginliği, karmaşıklığı, bütüncül olarak algılanmamaktadır. Endüstriyel mirasın korunmasına ilişkin uluslararası tüzüklerde açıklanan ilke ve esaslara uygun olarak, ilgili bina ve sitelerin değerlendirilmesi ve gelecekteki imar planlarına dahil edilmesi gerekmektedir. Endüstriyel mirasın korunmasına ilişkin geçmiş ve mevcut uygulamalara dayalı olarak, miras odaklı ve sosyo-ekonomik kalkınma planlarında endüstriyel mirasın belgelenmesi ve değerlendirilmesine yönelik yaklaşımlar analiz edilmektedir. Bu çalışma, Tuzla sanayi mirasının özelliklerine göre ele alınmış bir kayıt yöntemi önermektedir. Kayıtlarda ve envanterlerde çapraz referanslama uygulanmakta ve ardından birbiriyle ilişkili endüstriyel miras binalarının bütünsel bir değerlendirmesi sağlanmaktadır. Sonuç olarak tez, mevcut yasal ve idari çerçeveye dayalı olarak Tuzla'nın endüstriyel mirasının bütünleşik bir şekilde korunmasını önermeyi amaçlamaktadır.

Interactions between human settlements and natural landscapes manifest developmental trajectories of a particular society. The relationship between humans and landscapes is, to a great extent, evident in regions where economic development relies on mineral resources. In that regard, the city of Tuzla in Bosnia and Herzegovina offers a unique narrative about the value of salt as an administrative and economic tool. Since prehistoric settlements, continuous salt production has contributed to Tuzla's development into an administrative center of Northeastern Bosnia. In addition, regime changes conditioned the formation of an industrial network that emerged around salt and coal deposits. The salt and coal industries, thus, gained a leading role in Tuzla's economic development between 1884 and 1992. This study aims to define the parameters that enabled the industrial development of Tuzla by assessing historical socio-economic and political influences at a national level to territorial distribution at the local level. Considering that these parameters resulted from ideologies promoted by the ruling regime, historical development is explained in four historical periods: the Ottoman period (1468-1878), the Austro-Hungarian period (1878-1914), the period of the Kingdom of Serbs, Croats, and Slovenes, or the Kingdom of Yugoslavia (1918-1941), and the Socialist Federal Republic of Yugoslavia (1945-1992). Moreover, a successive expansion of residential, educational, cultural, and administrative facilities occurred around salt production areas, mainly in the old industrial district and historical city center. While the earliest settlements formed around salt deposits, the first industrial district developed around coal deposits in 1884. The transition to coal for salt brine evaporation processes was a crucial determinant for the formation of the industrial area in the Kreka neighborhood. Historical layers of Kreka testify about social transformation induced during the second wave of the Industrial Revolution. Moreover, controlled migrations and planned workers' settlements contributed to disciplining the workforce and adapting to the factory system. Consequently, Kreka became a settlement model for emerging miners' colonies around mining areas within the Tuzla Municipality. The transition from a capitalist to a socialist economy in 1945 enabled a significant expansion of the industrial network in the following years. Centralized planning of the socialist regime envisioned the development of new industrial sectors, such as the chemical and manufacturing industries. Intense exploitation of salt deposits during the twentieth century triggered abrupt changes in the historical urban fabric. Moreover, war, destruction, and socio-economic decline marked the transition to the XXI. century. The controversy over the negative environmental impacts of industrialization and the significant unemployment rate caused by de-industrialization has overshadowed the cultural potential of industrial sites. Such conditions can challenge obtaining a positive public perception of Tuzla's industrial heritage sites. Misunderstanding the significance of industrial heritage has caused a lack of initiative to protect and implement conservation measures. The Commission to Preserve National Monuments of Bosnia and Herzegovina proclaimed the Ottoman Salt Well, the Pump Station with the surrounding cultural landscape, and the old salt evaporation facility in Solana Saltworks as national monuments in 2007. However, statutory protection did not prove efficient due to administrative and territorial fragmentation of national monument sites and legal weaknesses in regulating financial responsibility. Historically related industrial buildings and the associated social infrastructure have been omitted from the protected area. By limiting the conservation practice to selected industrial heritage buildings without considering the contexts in which they arose, the complexity of the salt production heritage in Tuzla cannot be adequately protected and interpreted. Furthermore, a lack of documentation and institutional support enabled the demolition of industrial heritage buildings. As a consequence, the urban fabric suffered from irreversible damage. Guided by the international principles for the conservation of industrial heritage sites, the study aims to identify cultural assets related to salt production heritage in Tuzla and holistically assess their socio-cultural significance. This thesis analyzes various approaches to documenting and evaluating industrial heritage from a cultural heritage perspective to propose a recording method adjusted for the particularities of the industrial heritage of Tuzla. In a deductive manner, the obtained information is used to form registry and inventory sheets that incorporate relevant data for assessing socio-cultural values. Moreover, cross-referencing registry and inventory databases enables a holistic sampling of mutually related industrial heritage areas and buildings. In conclusion, the thesis aims to develop an integrated conservation proposal for the industrial heritage of Tuzla based on the existing legal and administrative framework.
