Özet

İnsansız hava araçlarının tasarımı üzerine gerçekleştirilen çalışmalar 20. yüzyılın başlarından itibaren emeklemeye başlarken, 1990'lı yıllardan sonra çok ciddi gelişmeler yaşanmıştır. Bu duruma bağlı olarak devletler savunma, güvenlik ve olası savaş pozisyonundaki tedbirlerini gözden geçirmeye başlamıştır. Çünkü yapay zekâ ve otonom sistemler son yıllarda hızla gelişme gösterdiğinden teknolojik gelişmeler yakından izlenerek insansız hava araçlarına olan bilinçli ilgi ve yatırım da artış göstermiştir. Dahası çok geçmeden geliştirilen İHA sistemleri, hayal ürünü olmaktan çıkarak günümüz muharebe alanlarında insan faktörü riske sokulmadan kullanılmaya başlanmıştır. Böylelikle insan güvenliği, İHA sistemlerinin teknoloji alanındaki lokomotif gücüyle sağlanarak muharebe alanında lokomotif bir sistem ile sistemli ve çok daha planlı mücadeleler yapılmıştır. Bu sistem o kadar hızlı bir aktivasyonla yaygınlaşmıştır ki, devlet veya devlet organlarından özel aktörlere ve birimlere dek birçok çok organ ve alanda kullanım görmüştür. Öyle ki; iç operasyonlar, sınırların kontrolü, keşif/gözetleme ve istihbarat alanlarında ve sınır dışı operasyonlarda İHA sistemlerinin kullanımı artmıştır. Özellikle muharebe alanında bu sistemlerin kullanılması da kuşkusuz yüzyıllardır süregelen geleneksel harp icra yöntemlerinin değişmesine yol açmıştır. Keza bu sistemin kullanan güçlerin, oyun kurucu ve oyun değiştirici olarak günümüzde asimetrik savaşlarda ve askeri operasyonlarda önemli sonuçları aldıkları da açık bir şekilde görülmektedir. Dünyada bu gelişime ve değişime ayak uyduran ülkelerin başında bulunan Türkiye, terörle mücadele kapsamında İHA sistemlerini üreterek ve kullanarak büyük ilerleme kaydetmiştir. Türkiye'nin bu konudaki gelişiminin en büyük sebebi de şüphesiz konumlandığı coğrafyası ve bu coğrafyayı yakın perspektiflerinde tutan ilişik güçlerdir. Dolayısıyla Türkiye'nin bu koşulları göz önünde bulundurarak İHA üretmesi ve geliştirmesi muharebe alanında çok daha büyük avantaj sağlayacaktır. Şöyle ki 1980'li yıllardan itibaren yurt içinde ve Irak'ın kuzeyinde terörle mücadele kapsamında, 2015'ten sonra Suriye'nin kuzeyinde gerçekleştirdiği askeri operasyonlarda İHA kullanılması, Türkiye'nin muharebe alanında elini güçlendirdiği ve İHA alanında daha fazla üretim ve çalışma yapmasının önemini bir kez daha ortaya çıkardığı anlaşılmıştır. Bu bakımdan İHA sistemlerinin yapılacak teknolojik gelişmeler ile Türk güvenlik güçlerine daha fazla entegre edilerek Türkiye'ye muharebe alanında büyük üstünlük sağlayacaktır. Bu çalışmayla insansız hava araçlarının gelişimi ve Türkiye'nin terörle mücadelesine etkisi incelenerek gelecekte yapılabilecek çözüm yaklaşımlarına yardımcı olması ve yön vermesi amaçlanmıştır. Buna bağlı olarak konu kapsamında Türkiye'nin son yıllarda terörle mücadele hususunda kullanmaya başlandığı İHA sistemlerinin stratejik olarak askeri operasyonlarda etkin bir şekilde kullanılmasından bahsedilecektir.

While the studies on the design of unmanned aerial vehicles started to crawl from the beginning of the 20th century, there have been serious developments after the 1990s. Depending on this situation, states have started to review their measures in defense, security and possible war positions. Because artificial intelligence and autonomous systems have developed rapidly in recent years, technological developments have been followed closely and the conscious interest and investment in unmanned aerial vehicles has increased. Moreover, the UAV systems that were developed soon ceased to be a product of imagination and began to be used in today's battlefields without putting the human factor at risk. Thus, human security was ensured by the locomotive power of UAV systems in the field of technology, and systematic and much more planned struggles were made with a locomotive system in the battlefield. This system has become widespread with such a rapid activation that it has been used in many organs and fields from state or state organs to private actors and units. So that; The use of UAV systems has increased in the fields of internal operations, border control, reconnaissance/surveillance and intelligence and overseas operations. The use of these systems, especially in the field of combat, has undoubtedly led to the change of traditional warfare methods that have been going on for centuries. Likewise, it is clearly seen that the forces using this system, as playmakers and game changers, have achieved significant results in asymmetric wars and military operations today. Turkey, which is one of the countries that keep up with this development and change in the world, has made great progress by producing and using UAV systems within the scope of the fight against terrorism. The biggest reason for Turkey's development in this matter is undoubtedly the geography it is located in and the related powers that keep this geography in their close perspective. Therefore, considering these conditions, Turkey's production and development of UAVs will provide a much greater advantage in the field of combat. Namely, the use of UAVs in the scope of the fight against terrorism in the country and in the north of Iraq since the 1980s, and the use of UAVs in the military operations carried out in the north of Syria after 2015 underlines the importance of Turkey's strengthening its hand in the field of combat and doing more production and work in the field of UAVs. has been revealed once again. In this respect, UAV systems will be more integrated with the Turkish security forces with the technological developments to be made, and it will give Turkey a great advantage in the field of combat. With this study, it is aimed to help and direct the solution approaches that can be made in the future by examining the development of unmanned aerial vehicles and their impact on Turkey's fight against terrorism. Accordingly, within the scope of the subject, the effective use of UAV systems, which Turkey has started to use in the fight against terrorism in recent years, in strategic military operations will be mentioned.
