Özet

“Somut Olmayan Kültürel Miras ve Turizm”adlı bu çalışmada SOKÜM'ün yaşatılarak korunması için değerlendirilmesi gereken güncel bağlamlardan biri olan turizm konusu ele alınmıştır. Bu çalışmada ilk olarak turizm konusu tarihsel ve toplumsal boyutları ile tanıtılmış ve temel turizm kuramlarına değinilmiştir. Ardından SOKÜM ve turizm konusunda literatür incelemesi ile amaç, kapsam ve yöntem hakkındaki bilgiye yer verilmiştir. Tezin ilk bölümünde SOKÜM Sözleşmesini hazırlayan öncü çalışmalardan başlayarak sözleşme ve tamamlayıcı metinlerdeki turizm algısı ortaya konmuş böylece sürecin tarihsel seyri tahlil edilebilmiştir. Bu bölümde SOKÜM ve turizm konusunu odağına almış uzman toplantıları ve bir bölgesel toplantıya da değinilmiş böylece meselenin SOKÜM yaklaşımı ile çeşitli perspektiflerden değerlendirilmesi mümkün olmuştur. Çalışmamızın ikinci bölümünde SOKÜM'ün yaşatarak koruma anlayışının turizm alanındaki karşılığına yani“sürdürülebilir turizme”değinilmiş ve yerel kültürün yaşatılarak korunması anlayışının karşılık bulduğu sosyal taşıma kapasitesine değinilmiştir. Bu bölümde ayrıca sürdürülebilir turizm hareketleri içerisinde değerlendirilen ve yavaş yemek, yavaş şehir ve coğrafi işaretler sistemi gibi yöntemler incelenerek SOKÜM ve turizm ilişkisinde yararlanılabilecek yaklaşımlar ele alınmıştır. Tezin üçüncü bölümünde sözleşmenin görünen yüzü olarak kabul edilen SOKÜM listelerine odaklanılmıştır. Bu bölümde listelerde yer alan unsurlara ait aday dosyaları, periyodik raporlar ve Hükümetlerarası Komite değerlendirmeleri incelenerek söz konusu belgelerdeki turizm algısı ortaya konmuştur. Böylece tespit edilen 247 örnekten hareketle unsurların ait oldukları listelere, tarihsel değişimlerine, SOKÜM'ün beş alanına göre vb. gibi farklı açılardan incelemeler ve çıkarımlar yapabilmek mümkün olmuştur. Çalışmanın dördüncü bölümünde unsurların turizm ile ilişkileri SOKÜM'ün beş alanına giren örnekler üzerinden ele alınmıştır. Bu bölümde her bir alan ile ilgili biri Türkiye'den diğeri dünyadan olmak üzere uygulamalar, amaçlar gibi çeşitli açılardan birbirine benzeyen iki örnek incelenmiştir. Böylece benzer unsurların turizmle ilişkilendirilmesinde başvurulan farklı yol ve yöntemler ortaya konulmuştur. Son bölümün ardından sonuç kısmında, çalışmanın diğer bölümlerinde yaptığımız tespitler, elde ettiğimiz bulgular ve sonuçlar toplu olarak değerlendirilmiştir.

In this study called“Intangible Cultural Heritage and Tourism”, the subject of tourism, which is one of the current contexts that should be evaluated for the safeguarding of ICH, is discussed. In this study, first, the subject of tourism was brought in with its historical and social dimensions and basic tourism theories were introduced. Then, the literature review on ICH and tourism and information about the purpose, scope, and method are given. In the first chapter of the thesis, starting from the pioneering studies that prepared the ICH Convention, the perception of tourism in the contract and supplementary texts was revealed, so that the historical course of the process could be analyzed. In this section, expert meetings focusing on ICH and tourism and a regional meeting were also mentioned, so that it was possible to evaluate the issue from various perspectives with the ICH approach. In the second chapter of the study, the equivalent of ICH's understanding of safeguarding in the field of tourism, namely“sustainable tourism”, was mentioned and the social carrying capacity, which corresponds to the idea of safeguarding the local culture, was mentioned. In this chapter, methods such as slow food, slow city, and geographical indications system, which are evaluated in sustainable tourism movements, are examined and approaches that can be used in the relationship between ICH and tourism are discussed. The third chapter of the thesis focuses on the ICH lists, which are accepted as the visible face of the convention. In this chapter, the tourism perception in the mentioned documents has been revealed by examining the nomination files, periodic reports, and Intergovernmental Committee evaluations of the elements in the lists. Thus, based on the 247 examples identified, it has been possible to make examinations and inferences from different perspectives, such as the lists elements belong to, their historical changes, five fields of ICH. In the fourth chapter of the study, the relations of the elements with tourism are discussed through examples from the five fields of ICH. In this section, two examples related to each field, which are similar in practices and purposes, one from Turkey and the other from another country, are examined. Thus, different ways and methods used in associating similar elements with tourism have been revealed. After the last chapter, in the conclusion, the determinations made in the other chapters of the study, the findings, and the results were evaluated.
