Özet
Tezin konusu siber güç ve asimetrik stratejidir. Tezin amacı siber güç ve asimetrik strateji ile ilişkisini ortaya çıkarmaktır. Tezde asimetrik gücün kavramsal çerçevesi çizilmiştir. Tezin temel araştırma sorusu; 'Amerika Birleşik Devletleri (ABD)'nin insansız otonom hava sistemlerinin siber güç kapsamında pozitif asimetrik strateji unsuru yaratıp yaratmadığıdır.' Bu soruya cevap bulmak için dört alt soru incelenmiştir. Tezin literatüre katkısı, siber güç kavramının geliştirilmesi ve asimetrik strateji literatürü ile birlikte ele alınmasıdır. Tezin ilk iki bölümü teorik alt yapı çerçevesinde siber uzay ve siber güç kavramlarını Uluslararası İlişkiler (Uİ) literatürünün ne kadar açıkladığı test edilmiştir. Veri kaynaklı siber güç kavramı tanımlanarak, veri kaynaklı siber gücü Uİ literatüründe tanımlayabilecek kavramlar tespit edilmiştir. Tezde neorealist ve neoliberal teorilerinin argümanlarına ağırlık verilse de farklı teorik yaklaşımların argümanlarından da faydalanılmıştır. Bu nedenle tezin teorik yapısı eklektiktir. Asimetrik strateji kavramı ele alınırken sosyal bilimlerin farklı alanlarındaki yaklaşımlar kullanılmıştır. Tezin üçüncü ve dördüncü bölümlerinde örnek olayın analizleri yapılmıştır. Üçüncü bölümde ABD'nin siber güç kullanımı incelenmiştir. Özellikle de ABD'nin siber gücü insansız otonom hava sistemlerinde kullanımı değerlendirilmiştir. Tezin dördüncü bölümünde ise, ABD'nin terörle mücadele kapsamında Afganistan'da insansız hava sistemlerini kullanımının verimliliği analiz edilmiştir. Böylelikle ABD'nin insansız otonom hava sistemlerinin siber güç kapsamında pozitif asimetrik strateji yaratma başarısı test edilmiştir. Yapılan analizler sonucunda tezin temel sorusu cevaplandırılmıştır: ABD'nin insansız otonom hava sistemlerinin pozitif asimetrik stratejik üstünlük sağladığı tespit edilmiştir.

The subject of this thesis is cyber power and asymmetric strategy. This thesis aims at analysing at the relationship between cyber power and asymmetric strategy. Thus, the conceptual definition of asymmetric power is examined. The main research question of the thesis is 'whether the United States of America's (USA) unmanned autonomous aerial systems within the context of cyber power create positive strategy or not.' In order to answer this question four sub-questions were examined. The contribution of this thesis is to further the concept of cyber power; and to focus on cyber power and asymmetric strategy mutually. The first two chapters of the thesis attempt to examine how the International Relations' (IR) literature explains cyber space and cyber power. Thus, data-based cyber power is defined; and the related concepts in IR literature that can contribute its definition are explored. In theoretical terms, although the thesis is mostly based on the neorealist and neoliberal assumptions, several other theoretical assumptions are also used. Therefore, the theoretical framework of the thesis is more of eclectical. Different approaches within the social sciences were used while asymmetric strategy is examined. The third and the fourth chapters of the thesis examine the case study. In the third chapter USA's cyber power is explored. Particularly, how the USA applies it cyber power through the unmanned autonomous aerial systems is evaluated. In the fourth chapter, the efficiency of the USA's application of its cyber power through the unmanned autonomous aerial systems in Afghanistan as part of the counterterrorism strategy is analysed. Thus, the thesis tests the USA's success in terms of creating positive strategy within the context of cyber power through its usage of unmanned autonomous aerial systems. As a result of this analysis, the main research question of the thesis is answered: the USA's unmanned autonomous aerial systems providing it positive asymmetric strategic superiority is confirmed.
