Kamu düzeninin sağlanması ve suçların aydınlatılmasında teknolojik gelişmelerin önemi ve yeri. Özet: Toplumların ekonomik ve sosyal yönden gelişmelerinin şemsiyesi güvenliktir. Huzur ve güven duygusunun olmadığı yerde gerçek anlamda kalkınmadan söz etmek mümkün değildir. Teknoloji ve iletişim alanındaki başdöndürücü ilerlemenin doğal sonucu olarak, dünyamız global bir köy haline gelmiştir. Bugün dünyada suç ve suçlu kavramı değişmiş, herşeyiyle modernize olmuş, planlı ve programlı organize suç odaklan karşımıza çıkmaktadır. Bilim ve teknolojideki gelişmeler hayatımızı oldukça kolaylaştırmıştır. Ancak suçlular da teknolojiyi yalandan takip etmektedirler. Bu nedenle suçla mücadele ederken en gelişmiş yöntem ve teknolojilerden yararlanılması bir zorunluluk olmuştur. Kriminal Polis Laboratuarları; çeşitli olaylarda, elde edilen maddi suç delillerini inceleyerek, soruşturmacılara yön vermektedir. Olaylara kansan kişilerin suçlu yada suçsuzluğunu da teknik usullerle ispatlamaktadır. Kriminoloji laboratuarlarında evrakta sahtecilikten, balistik incelemelere kadar bir çok alanda laboratuar çalışmaları yapılmaktadır. CCTV sistemleri suçların işlenmesinde caydırıcı bir unsurdur.İşlenmiş suçların aydınlığa kavuşturulmasında da büyük fonksiyon içermektedir. Kamera ve ekipmanlarının gün geçtikçe gelişmesi neticesinde sokak cadde ve ana karterlere dome kameralar döşenerek genel izleme sistemleri kurulmaktadır. A.B.D., İngiltere ve bazı ülkelerde uygulanan teknolojik sistemler“Hareketli Veri Terminalleri, digital ortamdaki fotoğrafların transferi, otomatik parmak izi sistemleri, veri sorgulama şekilleri, ülke geneline yayılmış yapısal kablolama”günümüz Türkiye'sinde de uygulanmakta veya uygulanmaya temel hazırlanmaktadır. Suç mahallinde bırakılan parmak izi, suçun aydınlatılmasında en büyük faktörlerden biridir. Parmak izi alma ve kontrol sistemim çağımızın standartlarına uygun hale getirmek için AFIS projesi geliştirilmiştir ve Ankara'da şu anda uygulanmaktadır. Automated Fingerprint Identification System kelimelerinin baş harflerinin birleştirilmesinden oluşmakta ve“Otomatik Parmak İzi Teşhis Sistemi”anlamına gelmektedir. Bu sistemde tek parmak ve on parmak izleri scanner (tarayıcı) veya CCD kamera aracılığıyla bilgisayar ortamına atılmakta, işlenip tüm düzeltme işlemleri yapıldıktan sonra yine otomatik olarak karşılaştırma yapacak seviyeye gelmektedir. Sosyal, kültürel ve teknolojik gelişmelere paralel olarak, yeni suç türleri ve organize suçlar ortaya çıkmıştır. Bu suçların sınır tanımaması, diğer ülkelerle bilgi alış-verişini gerektirmiştir. Bu organizasyonu gerçekleştirecek bütünleşik bilgi sisteminin bilgisayar ortamında, iletişimin ise elektronik bir ortamda olacağı muhakkaktır. Bu amaçla ülkemiz de Polis bilgisayar ağı ;merkezden tüm il, ilçe Emniyet Müdürlükleri,karakollar hatta polis otolarım kapsayacak şekilde planlanmıştır.Bugün itbariyle büyük şehirlerde karakollar da sisteme dahil edilmiştir. Yurt dışına da Interpol aracılığıyla bağlantı kurulmaktadır. G.P.S. Küresel yer bulma sistemi projesi ile GPS uydularından gelen sinyaller mobil otodaki GPS kartından telsiz frekansıyla merkezde yüklü bulunan digital harita ortamına iletilir. Mobil otonun hareketleri digital harita üzerinden izlenebilir. Yalan gelecekte GPS alıcısı olmayan ulaşım aracı düşünülemez hale gelecektir. Kişinin sahip olduğu 'kendini güvende hissetme' arzusu teknolojinin tüm nimetlerinden de yararlanılmasını zorunlu hale getirmiştir. Ülkemizin gerçeği olan 'terörle yan yana yaşama'yı gözardı edemeyeceğimize göre, güvenliğimiz için teknolojiye harcadığımız paraya acımamak gerekir. Mutlu yarınlar temennisiyle.

Subject of thesis: Securing of the public order and the importance and status of the technological developments in the clarification of criminal offenses Summary: The protective shield of the economical and technical developments of the societies is the security. It is not possible to talk about a real development where no peace and security feeling is present. As a natural consequence of the dizzying developments in the sectors of technology and communication, our world has become a global village. Today, the meaning of offense and guilty has changed, everything has been modernized and we are confronted with planned and programmed offense focus. The developments in the sectors of sciences and technology have facilitated our lives at a certain degree. However, the guilty are also detecting the technology closely. Therefore, making use of the most developed methods and technologies has become obligatory in the struggle against offense. The Criminal Police Laboratories examine the physical offense indices which have been acquired during various criminal actions and they direct the investigators. If the people involved in the offense are guilty or not, will be determined through technicalmethods. In the criminology laboratories, laboratory operations starting from falsification of documents up to ballistic examinations will be performed. CCTV systems are a hindering factor in the commitment of offenses. They bear also a significant function in the clarification of committed offenses. As a result of the daily development of cameras and equipment, rotating cameras may be located in the streets, avenues and main arteries and general detection systems can be established. Technological systems which will be applied in the USA, England and some other countries such as Moveable Data Terminals, Transfer of Photographs in Digital Environment, Automatic Fingerprint Systems, Data Inquiry Systems, Structural Cabling Overall will also be applied in the Turkey of today or the applications foundations will be laid. The fingerprint in the site of offense is one of the most important factors in the clarification of the offense. The AFIS project has been developed in order to update the fingerprint determination and control systems with the standards of our era and this project will now be applied in Ankara. AFIS is the abbreviation of“Automated Fingerprint Identification System.”In this system, the fingerprints of one finger and ten fingers will be collected in computerenvironment through scanner or CCD camera, they will be treated and all the correction operations will be performed and they will be brought to the level of comparison automatically Parallel to the social, cultural and technological developments, new types of offense and organized offenses have been created. The fact that these offense have no borders has made the data exchange with other countries obligatory. It is certain that the integrated data system for the realization of this organization will take place in computer environment and the communication will take place in an electronic environment. Therefore, the police computer net in our country has been planned in such a way that it covers the headquarters as well as all province and district security departments, police stations and police vehicles. Today, also the police stations in monopolies are included in the system. The connection with foreign countries will be realized through Interpol. GPS, Global Position System Project, transfers the signals arriving from the GPS satellites to the digital mapping system loaded in the headquarters over the wireless frequency in the GPS card located in the mobile vehicle. The movements of the mobile vehicle can be detected on the digital map. In the near future, it will not be possible to think of any transport vehicle without a GPS receiver.The need of“feeling himself secure”of the human being makes the use of all the technological facilities necessary. Since we cannot ignore the fact of“living together with terrorism”which is a reality in our country, we must not be sorry for the money paid for the technology regarding our security.
