The relations between the European Union (EU) and Turkey changed their form and continuously deteriorated since the migration crisis of 2015. Now that the accession doors are closed, discrete forms of relations are manifested. Building on the existing literature, this study focuses on the narrative approach to the EU-Turkey relations. The deep-rooted and special German-Turkish relations and Germany's weight in the EU call EU narratives into question. To understand the variability and importance of the EU narratives, this study provides an in-depth analysis of German foreign policy in the Eastern Mediterranean crisis and the EU-Turkey Customs Union modernization process. To further explore the role of narratives on EU-Turkey relations, this study conducts a narrative analysis of Germany. By combining the rational actor model and narrative approach with a qualitative method, this case study seeks to answer the following research question:“To what extent do GFP preferences influence EU narratives regarding the deteriorated EU-Turkey relations since 2016 EU-Turkey Deal?”By examining the German foreign policy objectives, choices, and consequences for the EU narratives, German narratives on Turkey are identified. This study questions the interplay between foreign policy decision-making and the construction of narratives. To this end, sequential changes in German foreign policy on Turkey and the German narratives are investigated in two recent and ongoing political issues. By revealing the German and EU narratives on Turkey before and after German foreign policy choices, changes in EU narratives are analyzed. The findings demonstrate that EU narratives on Turkey converge on the German narratives after the German foreign policy choice.
