Özet
ÖZET Üretimde mükemmellik modelinin ortaya koymuş olduğu hedeflere ulaşma çabalarında, malzeme ihtiyaç planlaması en önemli basamaklardan birini oluşturmaktadır. Malzeme ihtiyaç planlaması, üretimde mükemmellik modelinin en üst seviyesinde yer alan toplam kalite yönetimi, tam zamanında üretim ve tüm işletme kaynak planlaması felsefelerinin uygulanabilmesi amacıyla kullanılan bir yönetim çizelgeleme ve kontrol tekniğidir. Yapılan bu çalışmanın amacı, giderek önem kazanan malzeme ihtiyaç planlaması tekniğinin tanıtılması ve bu tekniğe ülkemizdeki bakışın yansıtılması amacıyla Kalibre Boru San. ve Tic. A.Ş.'deki uygulamanın incelenmesi şeklinde özetlenebilir. Bu çalışmada malzeme ihtiyaç planlaması, büyük bir sistemin, bir felsefenin (üretimde mükemmellik) alt sistemi olarak ele alınmış ve malzeme ihtiyaç planlaması kavramı, sistem yaklaşımı yöntemiyle ayrıntılı bir şekilde incelenmiştir. Malzeme ihtiyaç planlaması sisteminin ana kuralları, varsayımları, önkoşulları, amaçları, planlama faktörleri tanıltıldıktan ve sistemin tanımı verildikten sonra sistemin girdileri, çıktıları, girdilerin çıktılara dönüştürülme süreci, sistemin çalışma mantığı, sistemin kullanılması ve değişimlerin sisteme uyarlanması konuları incelenmiştir. Bu esnada ana üretim planının yapılabilirliliğini test eden kapasite ihtiyaç planlaması, kapak çevrim malzeme ihtiyaç planlaması sistemleri ve bu gelişmelerin bir sonucu olarak ortaya çıkan üretim kaynakları planlaması kavramları tanıtılmış ve malzeme ihtiyaç planlaması sistemlerinin geleceği tartışılmıştır. Tüm bu kavramlara, ülkemizdeki bakış açısını yansıtması amacıyla yapılan Kalibre Boru San. ve Tic. A.Ş.'deki uygulama, gözlemleme yöntemiyle incelenmiş ve gözlemlerin sonuçları detaylı bir şekilde rapor edilmiştir. Tüm bu çalışmalar göstermiştir ki, başarı kullanılan yöntem veya teknikte değildir. Basan, kullanılan tekniğin temelinde yatan felsefededir. Malzeme ihtiyaç planlaması sistemlerini uygulamak isteyen işletmeler, ilk önce bu felsefeyi, mantığı ve onun gerektirdiği yönetim şeklini kabul edip benimsedikten ve tüm çalışanlarına benimsettikten sonra, başardı bir uygulamanın mümkün olduğunu kabul etmek ve çalışmalarını bu temele oturtmak zorundadırlar.

ABSTRACT Materials requirement planning is supposed to constitute one of the most important steps in reaching to the goals brought up by the manufacturing excellence model. It is a management scheduling and control technique, which is used for putting into practice the philosophies of total quality management, just in time and enterprise resources planning that are situated in the highest level of manufacturing excellence model. The purpose of this study may be summarised as introducing the technique of materials requirement planning that is gaining importance considerably and examining the application carried out in Kalibre Boru in details in order to take a view of this technique in our country. In this study, materials requirement planning has been considered as a sub-system of a big system and the philosophy of manufacturing excellence so that the concept of materials requirement planning can be examined in details through the procedure of system approach. After introducing the main rules, assumptions, preliminary provisions, purposes, planning factors, components of materials requirement planning and giving the definition of it, the topics of the inputs and the outputs of the system, the process of turning inputs into outputs, the logic of the working of the system, the usage of the system and the adaptation of the changings to the system have been examined. Meanwhile, the concepts of the capacity resources planning that is testing the feasibility of the master scheduling, closed-loop materials requirement planning systems and the manufacturing resources planning that has come on scene as a result of these improvements have been introduced and the future of the material requirement planning has been discussed. In order to reflect the point of view in our country to all of these concepts, the application carried out in Kalibre Boru has been examined by the observation method, besides the results of the observations have been reported in details. All of these studies have indicated that the success is not in the procedure or the technique used. However, the success is in the philosophy that stems the technique used. The business enterprises that wish to put into practice the materials requirement planning systems have to accept that a successful application is possible and put their studies on the basis of this principle after they accept this philosophy, its logic and the management structure necessitated and get all of their employees to accept this philosophy.
