One of the significant 21st -century challenges is global warming with accelerated urbanization worldwide. This is primarily a problem of cities, in this case the governance of metropolitan areas and designing new and innovative policies to conserve urban ecosystem is another challenge for these areas. Turkey, due to its geographic location both socio-economically and politically is a sensitive country which will negatively be affected by the possible side effects of the climate change and Istanbul Metropolitan Area as social, cultural and economic capital of the country has an important place to deal with the hazardous effects of climate change. In this context, this study aims to represent the design methodologies of climate protection plans in metropolitan areas by exploring different plans of cities and regions around the world, adjunctly comparing with Istanbul Metropolitan Area's climate protection efforts. In the first part of the thesis urban resilience and its relationship with climate change challenge will be explained. Moreover, the evolution of climate change policies and the role of urban areas for implementing climate change adaptation measures will be highlighted. In the second part, the issue of climate protection governance and the example case studies of climate protection plans in metropolitan areas will be examined considering their planning structures and governance systems in different levels of planning. In the third part of the research, the urban planning system and the issue of metropolitan governance in Turkey and Istanbul Metropolitan Area was explained. To conclude this part, the recommendations were given to the Istanbul Metropolitan Area for its climate protection plan from the findings of example case studies. Finally, in the conclusion part, design methodologies of climate protection plans in metropolitan areas are evaluated and criticized both in general and for the Istanbul Metropolitan Area. This thesis could help the Istanbul Metropolitan Area to get some guidelines and recommendations for its new climate action plan released in February 2018.
