Since broadcasting entered the digital era, the possibility of multi-channelling has been provided with a dimension of programs. However, this new opportunity brought a drawback with itself that an insufficiency of the reservoir of programmes, while giving the opportunity to reenact and retransmit programmes in their existing quality. Concerns about piracy in relation to low prices digital equipment and the cyberspace, are often related to the described background. In this line, this study tries to identify barriers of an unified agreement, hints at a missing common understanding of principles of protecting broadcasting organisations within WIPO. This research will take a closer look at the question that what are the possible barriers for a unified agreement on the principles of protecting broadcasting organisations. This study will, first, try to put different approaches to this issue in to the context and then analyse the terms of broadcasting, broadcasting organisations and their rights in relation to telecommunication, broadcasting and intellectual property law. It will analyse the duty of Rome Convention in this sense and then look at the latest developments in Turkey as a case study
