Özet
Türkiye'de son yıllarda eğitimde özel sektörleşme politikaları doğrultusunda özel sektör okullarının sayısı ve bu okullara devam eden öğrenci sayıları artmıştır. Bu durum, bir dizi toplumsal sorunu gündeme getirmiştir. Bu çalışmanın problemini eğitimde özel sektörleşmenin eğitim hakkı ve eğitimde eşitlik bağlamında yarattığı sorunlar oluşturmaktadır. Çalışmada, Türkiye'de eğitim alanında devletin özel okullaşmayı teşvik etmesinin dinamikleri çözümlenmeye çalışılarak bu durumun eğitim hakkı ve eğitimde eşitlik bağlamında yarattığı toplumsal sorunlar çözümlenmeye çalışılmıştır. Araştırma, genel olarak yeni liberal politikaların işlerlik kazandığı 1980'li yıllardan günümüze, özel olaraksa eğitimde özel sektörleşme dinamiklerinin ivme kazandığı 2000'li yıllardaki gelişmelerle, araştırma bağlamında ele alınıp değerlendirilen kamu politikası belgeleri ile ve okul öncesi, ilköğretim ve ortaöğretim basamaklarındaki devlet okulları ve özel okullarla sınırlıdır. Bu çalışma nitel araştırmadır. Araştırmada, doküman analizi tekniği kullanılmıştır. Doküman analizi yapılırken, eğitim alanında özel sektörleşme literatürü ile birlikte, kamu politikası metinleri ele alınmış, ilgili dokümanlar araştırmanın amaçlarına uygun olarak yorumlanmıştır. Araştırma sonucunda, eğitimde özel sektörleşme politikalarının, çeşitli kamu politikası metinlerinde yer bulduğu, bu politikaların eğitimde eşitlik ve eğitim hakkı açısından önemli toplumsal sorunları beraberinde getirdiği belirlenmiştir. Araştırma sonuçlarına bağlı olarak, eğitimde eşitliği ve eğitim hakkının gerçekleşmesini sağlamak için, kamusal politikalar geliştirilmesi ve eğitim hizmetinin kamu hizmeti olarak örgütlenmesi önerilmiştir.

In recent years, the number of private sector schools and the number of students attending these schools have increased in line with the policies of private sectorization in education in Turkey. This situation has brought a number of social problems to the agenda. The problem of this study is the problems created by the private sectorization in education in the context of the right to education and equality in education. In the study, the dynamics of the state's encouragement of private schooling in the field of education in Turkey were tried to be analyzed and the social problems created by this situation in the context of the right to education and equality in education were tried to be resolved. The research has been carried out with the developments in the 2000s, when the dynamics of private sectorization in education gained momentum, from the 1980s, when new liberal policies became operational in general, and with the public policy documents that were handled and evaluated in the context of the research, and public schools and private schools at pre-school, primary and secondary education levels. limited to schools. This study is a qualitative research. In the research, document analysis technique was used. During the document analysis, public policy texts were discussed together with the literature on private sectorization in the field of education, and the relevant documents were interpreted in accordance with the purposes of the research. As a result of the research, it was determined that private sectorization policies in education took place in various public policy texts, and these policies brought along important social problems in terms of equality in education and the right to education. Depending on the results of the research, it has been proposed to develop public policies and organize the education service as a public service in order to ensure equality in education and the realization of the right to education.
