Özet
4 Ağustos 2020 tarihinde, Lübnan'ın başkenti Beyrut'taki Liman'da depolanan büyük miktarda amonyum nitratın patlaması sonucunda en az 218 kişi hayatını kaybetmiş, 7.000'den fazla kişi yaralanmış ve 15 milyar dolarlık mülk hasarı meydana gelmiştir. Bu olay ayrıca tahminlere göre 300.000 kişinin evsiz kalmasına sebep olmuştur. Bu tez, toplamda 7 aşamadan oluşmaktadır. İlk olarak, limanın tarihçesi incelenerek başlamaktadır. Ardından çalışma, limanın geçmiş ve mevcut durumunu detaylı bir şekilde analiz etmekte ve ayrıca patlamanın Beyrut'un sosyal, ekonomik ve kentsel çevresine olan etkilerini değerlendirmektedir. Bunun yanı sıra, patlamanın ardından gerçekleştirilen müdahale ve iyileştirme süreçleri incelenmekte ve özel kuruluşların bu süreçlerdeki önemine vurgu yapılmaktadır. Çalışma, literatürdeki bulgulara dayanarak, Beyrut ve limanının rehabilite edilmesi ve yeniden yapılandırılması için başarılı kentsel yenileme politikalarının temel ilkelerini sunmayı amaçlamaktadır. v Ayrıca, tez, daha önce benzer kentsel ve sosyal sorunlarla karşılaşmış olan Halifax ve Hiroşima gibi şehirlerdeki başarılı modelleri ve çerçeveleri karşılaştırmaktadır. Daha sonra, dünya bankası tarafından önerilen plan ve Beyrut limanı için düzenlenen bir yarışmaya katılan mimarlık öğrencilerinin önerileri tartışılmaktadır. Tezin son bölümünde, Beyrut Limanı'nın geçici komite yöneticisi ile yapılan bir mülakatın sonuçları sunulmakta ve limanın yeniden inşası için bir mimari master plan önerilmektedir.

On 4 August 2020, a large amount of ammonium nitrate stored at the Port of Beirut in the capital city of Lebanon exploded, causing at least 218 deaths, 7,000 injuries, and US$15 billion in property damage, as well as leaving an estimated 300,000 people homeless. This thesis consists of 7 stages, first of all, it starts with the history of port through out the years, then the study examines the previous and the current sitaution of the port, in addition to the effects of the explosion on the social, economic, and urban environment of Beirut. Additionally, it examines the handling of the aftermath and how private organizations were essential to the recovery processes. The study is structured by the findings from the literature, which gave a framework of the basics of successful urban regeneration policies, in order to make rehabilitation and restoration for the city of beirut and its port. Moreover, the thesis specifically examines and contrasts successful models and frameworks in other cities in the past vii that have experienced similar urban/social disruptions like Halifax and Hiroshima. Then, the thesis discusses the proposed plan of the world bank and some proposals of architectural students who were attending the beirut port compitition. at the end of the thesis, the writer did an interveiw with the Director of the Interim Committee for the administration of the Port of Beirut, then an architectural master plan for reconstruction of the port is proposed.
