Özet
Yükseköğretim kurumları toplumsal kurumların küçük bir örneğini oluşturmaktadır. Sosyolojik kuramlardan işlevselci yaklaşım toplumun güncel sorunlarına ve temel ihtiyaçlarına, çatışmacı yaklaşım ise güç ve sınıf çatışmasına odaklanmaktadır. İkinci Dünya Savaşı'ndan sonra eğitim-öğretim programlarında rekabetin ön plana çıkması yükseköğretim kurumlarını etkilemiştir. Küreselleşme süreci ile toplumun yükseköğretim kurumlarından beklentileri değişikliğe uğramıştır. Eğitim politikalarına göre yükseköğretim kurumlarında didaktik eğitim yaklaşımlarından pragmatist yaklaşımlara doğru bir yönelim bulunmaktadır. Modern yükseköğretim kurumlarından beklentilerin değişmesi ile birlikte toplum ve ekonomi odaklı yaklaşım gündeme gelmiştir. Bu yaklaşımda, toplumun ve iş dünyasının taleplerinin karşılanması amaçlanmaktadır. Toplumun değişen ihtiyaçları kapsamında öğrencilere kazandırılacak bilgi, beceri ve yetkinliklerin oluşturulması için standartlar oluşturulmuş ve yükseköğretim programlarının değerlendirilebilmesi için yükseköğretimde kalite güvencesi ve akreditasyon faaliyetleri gündeme gelmiştir. Bu çalışmada İngiltere, Kore ve Türkiye'de yükseköğretim kurumlarındaki kalite güvencesi çalışmaları kapsamında resmi kurum raporları, gerçekleştirilen faaliyetler işlevselci, çatışmacı yaklaşım ve eğitim politikaları çerçevesinde incelenmiştir ve yükseköğretimin toplumsal ve kurumsal gelişiminde, farklı eğitim politikalarının yansımaları görülmektedir. Rekabet edebilir bir yükseköğretim sisteminde kalite güvencesi süreçleri güncel bir konu olarak ele alınmaktadır. Bu kapsamda, İngiltere'de yükseköğretiminde kalite felsefesinin önemi ifade edilmektedir ancak akreditasyon faaliyetleri yaygın bir uygulama değildir. Kore ve Türkiye'de yükseköğretimde kalite güvencesi ve akreditasyon faaliyetlerine önem verildiği görülmektedir. Yükseköğretimde kalite güvence sistemlerinin uygulanması ile ülkelerin sosyo-kültürel, toplumsal ve ekonomik gelişimlerine olumlu düzeyde katkı sağladığı söylenebilir.

Higher education institutions reflect a small sample of social institutions. With the viewpoint of sociological theories, the functionalist theory focuses on the current problems and basic needs of society, while the conflict theory focuses on power and class conflict. After the Second World War, the prominence of competition in educational programs has affected higher education institutions, and with the globalization process, society's expectations from higher education institutions have been increased. According to education policies, there is an tendency from didactic educational approaches to pragmatist approaches in higher education institutions. With the new expectations from modern higher education institutions, community-oriented and market-oriented approach has come to the agenda. By community-oriented and market-oriented approach, it is aimed to meet the demands and expectations of society and the business world. For this reason, standards have been established in terms of knowledge, skills and competencies to be provided to students within the scope of the changing needs of the society. Thus, quality assurance and accreditation activities in higher education have been put on the agenda in order to evaluate higher education programs. In this research, official institution reports and activities are examined within the scope of quality assurance processes in higher education institutions in England, Korea and Türkiye and it's been analyzed within the framework of functionalist-conflict theories and educational policies. The reflections of different educational policies have been noted in the social and institutional development of higher education. Quality assurance processes are considered as a newsworthy issue in the competitive higher education system. In this context, the importance of the philosophy of quality in higher education is expressed nonetheless, accreditation activities are not a common practice in England. And, it is determined that an importance is attached to quality assurance and accreditation activities in higher education in Korea and Türkiye. It can also be said that the implementation of quality assurance systems in higher education contributes to the socio-cultural, social and economic development of countries, positively.
