Özet
Lübnan, Orta Doğu coğrafyası ve Arap dünyasında kendine özgü yere ve demografik açıdan son derece zengin bir yapıya sahip devlettir. Çok eski tarihe sahip olan Lübnan ülkesi günümüze kadar değişik aşamalardan geçmiş olup, çalkantılı olaylara, çatışma ve çekişmelere sahne olmuştur. Bu hassas yapı günümüzde çok değişik ve kırılgan unsurları bünyesinde barındırarak varlığını sürdürmeye çalışmaktadır. Zorlu şartlara rağmen modern ulus devlet olma sürecini sürdüren Lübnan'ın varoluş sürecinde sömürgeci güçlerin rolü, bölgesel çatışmalar ve iç siyasi dinamikler son derece etkili olmuştur. Bu bağlamda, devletinin doğuşu, anayasal sistemin şekillenmesi, siyasal sistemin yapısı ve işleyişinin incelenmesi Lübnan'ın bugünkü yapısını etkileyen dinamikleri daha yakından algılama fırsatı sunacaktır. Farklı dini gruplar arasında karmaşık bir güç paylaşımına sahip Lübnan'da siyasi ve toplumsal düzenin sağlanması pek çok kırılgan unsura bağlıdır. Genel olarak tez çalışmasının ana sorunsalı Lübnan'ın devlet inşası sürecini ve anayasal sistemi şekillendiren siyasi, sosyal ve kültürel etkenleri sunmaktır. Tez çalışması üç ana bölümden oluşmaktadır. Birinci bölümde konunun kavramsal ve kuramsal çerçevesi oluşturulmaya çalışılmıştır. Bu bağlamda ulus, ulus inşası, devletin tanımı, kökenleri, türleri, siyasal sistem, hükümet sistemi, anayasa yapım süreci gibi konular teorik açıdan ele alınmıştır. İkinci bölümde, Lübnan'ın toplumsal ve demografik yapısı, sınırları, tarihi gelişim süreci ve bağımsız devlet oluşu, ayrıca, anayasa yapım süreci incelenmiştir. Üçüncü bölümde, Lübnan Anayasası'nın sistematiği, insan hak ve özgürlükleri, kuvvetler ayrımı, yasama, yürütme ve yargı erki, ayrıca siyasal sistemin temel unsurları, etken ve unsurları ele alınmıştır.

Lebanon is a state with a highly diverse demographic structure and a unique position in the Middle East geography and the Arab world. Dating back to ancient times, the country of Lebanon has gone through different stages up until today, and has witnessed turbulent events, conflicts, and rivalries. This delicate structure strives to continue its existence while accommodating very different and fragile constituents. The role of colonial powers, regional conflicts, and domestic political dynamics have been highly influential for Lebanon that continues its existence as a modern nation state despite the difficult conditions. In this context, analyzing the birth of the state of Lebanon, the formation of its constitutional system, and the structure and functioning of its political system will provide the opportunity to better grasp the dynamics that affect the current structure of Lebanon. Maintaining political and social order in Lebanon that possesses a complex power sharing arrangement between different religious groups is dependent on many fragile elements. Generally speaking, the main aim of this dissertation study is to present the political, social, and cultural elements that determine Lebanon's state building process and shape its constitutional system. This dissertation study consists of three main parts. The first part aims to form the conceptual and theoretical framework of the subject at hand. In this context, the part discusses -from a theoretical perspective- topics such as nation; nation building; the definition, origins, and types of states; political system, governmental system; and the process of forming constitutions. The second part analyzes the social and demographic structure of Lebanon, its borders, its historical development process and its emergence as an independent state, as well as the formation process of its constitution. The third part considers the structure of the Constitution of Lebanon; human rights and liberties; the separation of powers; the legislative, executive, and judicial branches of the Lebanese government; as well as the main elements and factors of the country's political system.
