Özet
İktidar ve kamusal alanın sınırları günümüz siyasal ikliminde halen tartışılmaktadır. İktidar yapısının temel unsuru olan devletin ve devletle birey ilişkisinin biçimlenmesinde kamusal alan öğelerinin etkisiyse ancak bu kavramların oluşmaya başladığı dönemi tarihsel perspektifle örülmüş bir araştırma planı dahilinde incelemekle mümkündür. Dolayısıyla tez, devlet ve birey kavramlarıyla kamusal alan öğelerinin tarihsel izlerini takip ederek Yüksek Ortaçağ döneminde kamusal alan düşüncesinin gelişimine kaynaklık eden yapıları incelemektedir.

The limits of power and the public sphere are still under discussion in today's political climate. To understand the state, which is the primary element of the power structure, and the influence of the public sphere on shaping the relationship between the state and the individual, one must examine the period in which these concepts began to emerge and under a research itinerary constructed from a historical perspective. Therefore, this study traces the historical development of the concepts of the state, the individual, and the components of the public sphere, and examines the structures in the High medieval period as sources of the evolution of public sphere thought.
