Özet

Sosyal Güvenlik Kurumu istisnasız tüm toplumu ilgilendiren sosyal ve kurumsal yapısıyla kendi gelirleri dışında ülke kaynaklarını da geniş ölçüde kullanan bir kamu otoritesidir. Bu özelliği ile Sosyal Güvenlik Kurumu sosyal devlet olabilmenin en önemli göstergelerinden birisini temsil etmektedir. Kurumun, mali açıdan genel ekonomi ve devlet bütçesi içerisindeki büyüklüğü siyasetin yanı sıra pek çok toplumsal dinamiği de yakından ilgilendirmektedir. Türkiye'de Sosyal Güvenlik Kurumu'nun mali yönetimi, ülkenin sosyal güvenlik sisteminin sürdürülebilirliği ve etkinliği için kritik bir öneme sahiptir. Sosyal Güvenlik Kurumu'nun kendi kaynaklarıyla harcamalarını karşılayabilmesi ve devlet bütçesinden yapılan transferlerin sürdürülebilir bir seviyede olması, tüm topluma kaliteli hizmet sunma kapasitesini artıracaktır. Bu sebeple, kurumun sürekli olarak finansal performansının ölçülerek analiz edilmesi ve ilgili paydaşlara sunularak geliştirici değerlendirmelerin yapılması gerekmektedir. Dolayısıyla bu çalışmanın temel amacı, Sosyal Güvenlik Kurumu'nun finansal performansının bilimsel kriterlerle değerlendirilerek analiz edilmesidir. Kurumun finansal performansının ve mali yapısının sürekli analiz edilerek ölçülmesi ve değerlendirilmesi ile kamu kaynaklarının rasyonel bir şekilde kullanılması, karşılaşılabilecek risklere karşı önlemlerin alınması, hesap verilebilirlik ve saydamlık ilkeleri çerçevesinde isabetli kararların alınması mümkündür. Farklı kamu kurumlarının mali yapılarının analizine rehberlik eden bu çalışma, bu alandaki geniş etkiyi artırması beklenen bir diğer yaygın etki unsuru olarak öngörülmektedir. Çalışmada, Sosyal Güvenlik Kurumu'nun performansının belirlenmesinde kriter ağırlıkları CRITIC ve ENTROPI yöntemleri ile belirlenerek analizde çok kriterli karar verme yöntemlerinden yaygın olarak kullanılan ELECTRE ve TOPSIS yöntemleri kullanılmıştır. Çalışma sonucunda, Sosyal Güvenlik Kurumu'nun 2010-2021 yılları arasındaki finansal performansları karşılaştırmalı bir perpspektiften ölçülerek analiz edilmiş ve elde edilen sonuçlar görsel öğeler yardımıyla sunulmuştur.

The Social Security Institution, as an entity with a social and institutional structure that concerns the entire population, extensively utilizes national resources in addition to its own income, without exception. With this characteristic, the Social Security Institution represents one of the most important indicators of being a welfare state. The institution's financial size within the overall economy and the state budget is closely related to various societal dynamics, in addition to politics. The financial management of the Social Security Institution in Turkey holds critical importance for the sustainability and effectiveness of the country's social security system. The institution's ability to cover its expenditures with its own resources and maintaining sustainable levels of transfers from the state budget will enhance its capacity to provide quality services to the entire population. Therefore, it is necessary to continuously measure and analyze the financial performance of the institution and present it to relevant stakeholders for conducting improvement evaluations. Therefore, the main objective of this study is to evaluate and analyze the financial performance of the Social Security Institution using scientific criteria. Only through continuous analysis and measurement of the financial performance and structure of the institution can rational use of public resources, proactive risk management, and the making of informed decisions within the framework of accountability and transparency principles be possible. Furthermore, it is envisaged that this study, as a guiding work for analyzing the financial structures of various public institutions, will serve as another significant factor in enhancing its broad impact in this field. In the study, the weights of criteria for determining the performance of the Social Security Institution were determined using CRITIC and ENTROPY methods, and widely used multi-criteria decision-making methods ELECTRE and TOPSIS were utilized in the analysis. As a result of the study, the financial performance of the Social Security Institution between 2010 and 2021 was measured and analyzed from a comparative perspective, and the obtained results were presented with the help of visual elements.
