Özet

TOKİ, geçmişten bugüne uzun erimde birçok konut ve konut çevresi yapılaşması ile yeni yaşam alanları yaratarak fiziksel çevrenin oluşumu ve yeni konut stoğu üretimi alanında etkinliğini sürdürmektedir. Ağırlıkla kent merkezlerinden uzak bölgelerde yer alan bu yaşam çevrelerinin büyük çoğunluğunun yoğunluk ve ölçek sorunu ile birlikte salt fiziksel mekân odaklı kavrayışla üretilmesi ve yaşamsal-sosyal ilişkileri gözetemeyen yaklaşımın ise bu üretimlerin temel sorunu olarak belirginleştiği gözlenmektedir. Diğer taraftan yakın geçmişte TOKİ'nin yeni yaklaşım yöntemleri ile hem fiziksel hem de yaşamsal anlamdaki gereksinimleri önemseyerek yarışma yöntemi aracılığıyla projeler elde ettiği ve bu yolla elde edilen önerileri uygulamaya taşıdığı örneklerin varlığı bilinmektedir. Bu kapsamda TOKİ ve Emlak Konut ortaklığının bir üretme yöntemi olarak tercih ettiği yarışmaların ''Mahalle'' ana başlığı altında şekillendiği görülmektedir. İnsan ve mekânın bir araya gelerek oluşturduğu doku ve etkileşimler bütünü sayesinde her mahalle kendine özgü bir yapıya sahip olabilmekte ve bu doku içerisinde var olan insan ilişkileri ise mahalle olgusunun temelini oluşturmaktadır. Bu düşüncenin varlığından hareketle, Türkiye'nin birçok farklı bölgesinde insan mekân ilişkilerine dair farklı gereksinimlerin değerlendirilip çözümlenmesi ile toplu konut üretimine yarışma yoluyla yeni bir yaklaşım hedeflendiği görülmektedir. Bugün bu mekanizmanın, üretme yöntemi ve modelleri üzerinden tartışılması; bu anlamda yarışma yöntemi ile elde edilen projelerin ortaya koyduğu fikirlerin uygulama sürecine nasıl taşındığının irdelenerek açığa çıkarılması bu çalışmanın konusunu oluşturmaktadır. Araştırma kapsamında Manisa Akgedik TOKİ konutlarında ikamet eden rastgele seçilen 100 kişiye anket çalışması uygulanmış, ortaya çıkan sonuçlar müellif mimar ile uzaktan bağlantı yapılarak değerlendirilmiştir. TOKİ tarafından açılan yarışmalarda ödül almış ve sonrasında uygulanmış projelerin; yarışma aşamasında vaat ettikleri, uygulama aşamasında uğradığı değişiklikler ve sebepleri, bu tesislerin kullanıcı gözünden irdelenmesi, müellif mimarın yaklaşımları ile sentezlenmiş ve yarışma yönteminde aranan 'mahalle-ilişkiler-sosyal yaşam' gibi değerlerin durumunu proje ve uygulama arasında görmek, incelemek, ortaya çıkan durumların tespitini yapmak, belgelemek ve tartışarak önerilerde bulunmak genel amacı oluşturmaktadır.

TOKİ maintains its effectiveness in the formation of the physical environment and the production of new housing stock by creating new living spaces with many housing and residential environment constructions in the long run from past to present. It is observed that the majority of these living environments, which are mainly located in areas far from the city centers, are produced with a purely physical space-oriented understanding, together with the problem of density and scale, and the approach that cannot take care of vital-social relations becomes evident as the main problem of these productions. On the other hand, it is known that there are examples in the recent past where TOKİ has achieved projects through the competition method by considering both physical and vital needs with new approach methods and put the suggestions obtained in this way into practice. In this context, it is seen that the competitions preferred by TOKİ and Emlak Konut partnership as a production method are shaped under the main title of“Neighborhood”. Thanks to the texture and the whole of interactions created by the coming together of people and space, each neighborhood can have a unique structure and the human relations that exist within this texture form the basis of the phenomenon of neighborhood. Based on the existence of this idea, it is seen that a new approach to mass housing production through competition is aimed by evaluating and solving different needs regarding human-space relations in many different regions of Turkey. Today, this mechanism is discussed through its production method and models; In this sense, the subject of this study is to examine and reveal how the ideas of the projects obtained by the competition method are carried into the implementation process. Within the scope of the research, a survey was conducted on 100 randomly selected people residing in Manisa Akgedik TOKİ residences, and the results were evaluated by remote connection with the author architect. In addition, the results obtained were evaluated by making a remote connection with the architect.
