ÖZET Yüksek Lisans Tezi KENT KOOPERATİFÇİLİĞİ KAVRAMI VE YAPI DENETİMİ Serap SEVGİ Selçuk Üniversitesi Fen Bilimleri Enstitüsü Mimarlık Anabilim Dalı Danışman: Yrd.Doç.Dr. E.Hamit OĞUZALP 1999,142 sayfa Jüri: Yrd.Doç.Dr. İbrahim BAKIR Dr.Mustafa İNCESAKAL Kentleşmenin hızlanmasıyla öncelikle anakentlerde; sonrasında tüm kentlerimizde nüfus artışı, konut sorununu doğurmuştur. Kat Mülkiyeti Kanunu ile parsel üzerinde çok sahipliliğin sağlanması, apartmanlaşma dönemini başlatmıştır. Apartmanlaşma; kent merkezindeki yoğunluğun artmasına, arsa maliyetinin yükselmesine neden olmuştur. Bu durum kent merkezi dışında toplu konut şeklinde yapı kooperatiflerini örgütlenmeye zorlamıştır. Çalışmada; kent merkezi dışında örgütlenen kooperatiflerin, 3194 sayılı İmar Kanunu ile 1163 sayılı Kooperatifler Kanunu'ndaki yasal boşlukların; kooperatif örgütünü kuruluşundan tasfiyesine kadar geçen süreçte, denetim sisteminin yapı ve yapı çevresinin kalite boyutunda nasıl etkilendiğinin ortaya konulması amaçlanmıştır. Bu amaçla Konya İli, Selçuklu İlçesi 3 ve 4 No'lu Gecekondu Önleme Bölgelerinde faaliyet gösteren yapı kooperatiflerinin çalışmaları değerlendirilmeye çalışılmıştır. Değerlendirmelerde elde edilen veriler; mevcut sistemin yeni düzenlemelerle daha kaliteli yapı ve yapı çevreleri oluşturulabileceğidir. Ayrıca kooperatiflerin mevcut örgütsel ve denetim sistemine karşın, kent kooperatifçiliği anlayışının yaşama geçirilmesi önerilmektedir. Yapı ve yapı çevresini birlikte düşünen ve kent parçası oluşumuna yönelik çalışan kent kooperatifçiliği anlayışının kooperatif birliklerince uygulanabilmesi için, birliklerin örgütsel yapısının düzenlenmesi, yapı denetimi sisteminde aktif bir yer alması ve yapı sigortası sistemiyle desteklenmesi kooperatif yapı ve çevrelerinde kaliteyi sağlayabilir. HamitO?UZALP 1999, 142 page Jury: Asst.Assoc.Prof.Dr. Ibrahim BAKIR Dr. Mustafa INCESAKAL With the acceleration of urbanization the increase in population with priority in the metropolitan cities; later or in all our cities created housing problem. With law on ownership of a flat, ensuring multi owners are one plot of land, initiated apartment period. Living in apartment buildings, caused increase in the density of city centers and also in the cost of lands. This situation forced construction cooperatives be organized in collective housing form, out of the city centers. In the study, it has been aimed to put forward the legal deficiencies in Law No. 3194 on Public Improvements together with Law No. 1153 on Cooperatives Law, as regards to the cooperatives organized out of city center, in the process from the establishment till the liquidation of cooperative organization, how the inspection system has effected the construction and construction environment, as regards to quality. For this purpose, it has been tried to evaluate the studies of construction cooperatives, that activate at No. 3 and 4 shanty prevention areas at Selçuklu Town of Konya Province, the data obtained from the evaluation is mat with new arrangements, the existing system, can form more qualified constructions and construction environment Furthermore, against the existing organizational and inspection system of cooperative, it has been suggested that city cooperative movement understanding should be brought into life. City cooperative movement understanding, that considers construction and construction environment as a whole and that studies towards being a city area, be implemented by cooperative unities; the arrangement of organizational structure of unities their taking an active role in construction inspection system, and their being supported by Construction insurance system, can provide quality in construction and its environment City Cooperative Movement and Construction Inspection for the Quality of Construction and Construction Environment.
