Özet
Engelli bireyler yaş, cinsiyet, din, dil, ırk, ülke fark etmeksizin dezavantajlı grupların önemli bir örneğini oluşturmaktadır. Tarih boyunca toplumdan dışlanmış, ötekileştirilmiş ve yalnızlaştırılmış çok sayıda engelli bireyin olduğu göz önünde bulundurulduğunda, dezavantajlı gruplardan engellilere yönelik atılan her adımın ne denli gerekli ve önemli olduğu görülmektedir. Engelli bireylere yönelik hazırlanan ve sunulan politikalar ve bu politikalar doğrultusunda oluşturulan uygulamalar onları toplumsal hayata katılım ve uyum konusunda desteklemektedir. Dünyanın her yerinde farklı boyutta, gelişmişlikte ve kapsamda olsa da bu yönde çeşitli politikalar ve uygulamalar geliştirilmektedir. Türkiye engellilere yönelik önemli politikalar ve uygulamalar geliştirmiş ve geliştirmeye devam eden ülkelerden birisidir. Sosyal politika şemsiyesi altında ele alınan bu uygulamalar çalışmanın kapsamını oluşturmaktadır. Çalışmada Türkiye'de engellilere yönelik uygulanan sosyal politikalar ele alınmaktadır. Ek olarak, sosyal politikanın gelişiminin yıllar boyunca ne yönde olduğunu değerlendiren bu çalışma, Türkiye'nin yanı sıra belli ölçüde Osmanlı Devleti'ne de odaklanmaktadır. Cumhuriyet'in kurulduğu tarihten itibaren Türkiye'de sunulan sosyal politikaların neler olduğu, sosyal politikaların engellilik boyutuyla ne yönde ele alındığı ve Türkiye'de engellilere yönelik sosyal politikaları örneklendiren uygulamaların yeterli olup olmadığı çalışmanın amacı kapsamında sorulan sorulardır. Bu kapsamda çalışmanın temel amacını Türkiye'de engellilere yönelik sosyal politikaların listelenmesi, incelenmesi ve değerlendirmesi oluşturmaktadır. Bu çalışmanın herhangi bir engellilik türüne yoğunlaşmamış olması, herhangi bir dönem aralığını baz almamış olması, cinsiyet, yaş gibi herhangi bir sınırlandırmaya gidilmemesi çalışmanın odağını genişletmiştir. Bir nitel araştırma metodolojisi olan tematik analizin kullanıldığı çalışmanın sonucunda, Türkiye'de engellilere yönelik gerekli ve önemli sosyal politika uygulamalarının olduğu bulgulanmıştır. Bunun yanı sıra gelişen teknoloji, ihtiyaç vb. hususlar göz önünde bulundurulduğunda güncel ve dinamik sosyal politika uygulamalarına ihtiyaç duyulacağı tespit edilmiştir.

People with disabilities constitute an important example of disadvantaged groups regardless of age, gender, religion, language, race and country. Considering that there are many disabled people who have been excluded from society, marginalized and isolated throughout history, it is seen how necessary and important every step taken towards disabled people from disadvantaged groups is. The policies prepared and presented for disabled people and the practices created in line with these policies support them in their participation and adaptation to social life. Various policies and practices are developed all over the world in this direction, albeit in different dimensions, development and scope. Türkiye is one of the countries that have developed and continue to develop important policies and practices for the disabled. These practices, which are handled under the umbrella of social policy, constitute the scope of the study. In this study, social policies implemented for the disabled in Turkey are discussed. In addition, this study, which evaluates the development of social policy over the years, focuses on the Ottoman Empire to a certain extent as well as Türkiye. The questions asked within the scope of the study are what social policies have been offered in Türkiye since the establishment of the Republic of Türkiye, how social policies are addressed with the dimension of disability, and whether the practices exemplifying social policies for the disabled in Türkiye are sufficient. In this context, the main purpose of the study is to list, analyze and evaluate social policies for the disabled in Türkiye. The fact that this study does not focus on any type of disability, is not based on any period interval, and does not make any limitations such as gender and age has expanded the focus of the study. As a result of the study using thematic analysis, a qualitative research methodology, it was found that there are necessary and important social policy practices for the disabled in Türkiye. In addition to this, it has been determined that there will be a need for up-to-date and dynamic social policy practices when developing technology, needs, etc. are taken into consideration.
